CITY TO UPDATE FLOOD DAMAGE PREVENTION REGULATIONS
The City of Port Townsend is in the process of updating its flood damage prevention regulations
codified in Chapter 16.08 of the Port Townsend Municipal Code (PTMC). These regulations
address development within areas mapped as "Special Flood Hazard Areas" (S A) on maps
prepared by the Federal Emergency Management Agency ( MA).
Amendments are intended to improve consistency with FEMA guidance and reduce
redundancy. Amendments include:
• Additions/modifications to definitions, permit submittal requirements, floodplain
administrator& duties, and specific standards;
• Clarification of activities subject to or exempt from a flood development permit and/or
habitat assessment.
• More permissive regulations for historic and small structures
In return for Federally supported flood insurance, local governments must agree to regulate
development in their floodplains in accordance with the National Flood Insurance Program's
criteria. Recent court rulings at the federal level have prompted the update.
