RESOLUTION NO. 17-003
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, ACCEPTING A DONATION FROM WILLENE JAQUA MCRAE FOR
THE SCULPTURE "FOR WILLENE"
WHEREAS, Russell Jaqua was a local artist -blacksmith who lived in Port Townsend
from 1974 until his death in 2006; and
WHEREAS, Mr. Jaqua's work can be found throughout the city, including but not
limited to: the sculpture along the Larry Scott Trail titled "Leafwing," the railing for the new
City Hall Lobby, the Malcolm Bruce Fountain Courtyard at Jefferson Healthcare, the Heron
Weathervane at Haines Street Park & Ride, the Fire -Doors in the upstairs reading room of the
Port Townsend Library, the Courtyard of Grace at Grace Lutheran Church, and many private
pieces of ornamental and sculptural ironwork; and,
WHEREAS, Russell Jaqua in his final months designed a vision for a work of art in
memory of his wife and called it "For Willene;" and,
WHEREAS, a group of 32 blacksmiths from around the country came together over a
weekend in February of 2006 to build Mr. Jaqua's final design, "For Willene," which Mr. Jaqua
designed as a birthday present for his wife, Willene Jaqua McRae; and,
WHEREAS, Ms. McRae has generously offered to donate the sculpture to the City; and,
WHEREAS, the Port Townsend Arts Commission recommended accession of the
sculpture into the City's art collection at its May 13, 2015 meeting; and,
WHEREAS, Section 3.42.050 of the Port Townsend Municipal Code requires donations
in excess of $5,000 to be accepted by the City Council; and
WHEREAS, the City Council has determined that it is in the best interests of the City to
accept the donation:
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows:
Section 1. The City accepts the generous donation of "For Willene" from Willene Jaqua
McRae, and expresses its appreciation to Ms. McRae for continuing to share Russell's art with the
City and the residents of the City of Port Townsend.
Section 2. The City Manager is authorized to enter into a donation agreement, and to take
all administrative actions for which there are current or future budget appropriations consistent
with this Resolution.
Section 3. All prior actions of staff consistent with this Resolution are ratified and
confirmed.

ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this 17th day of January, 2017.
