HomeMy WebLinkAbout122216 CITY OF PORT TOWNSEND MINUTES OF THE PLANNING COMMISSION REGULAR SESSION OF DECEMBER 22, 2016 CALL TO ORDER The Port Townsend Planning Commission met in regular session on Thursday, December 22, 2016, in the City Council Chambers at 540 Water Street. Interim Chair Monica MickHager called the meeting to order at 6:30 p.m. ROLL CALL Commissioners present at roll call were Kirit Bhansali, Nan Evans, Rick Jahnke, Monica MickHager, Dwight Nicholson, and Paul Rice. Staff members present were Planning Director Lance Bailey and Deputy Clerk Amber Long. ACCEPTANCE OF AGENDA A discussion of the "bookmark" subcommittee was added as the first item under Old Business, and two items were added under Other Business: a report on the Design Review Advisory Subcommittee and a discussion of Dwight Nicholson's term ending. Motion: Rick Jahnke moved accept the agenda as amended. Kirit Bhansali seconded, Vote: motion carried unanimously, 6-0 by voice vote. APPROVAL OF MINUTES — NOVEMBER 10, 2016 Motion: Kirit Bhansali moved to approve the minutes of November 10, 2016. Rick Jahnke seconded. Vote: motion carried unanimously, 6-0 by voice vote. GENERAL PUBLIC COMMENT - NONE OLD BUSINESS Discussion of Future Work Plan ("Bookmarks") Subcommittee Interim Chair MickHager explained how the bookmark list would fit in with the upcoming City Council workshop on the City's 2017 work plan. Subcommittee members discussed their availability to meet with the City Manager in the next week and a half. The other Commissioners stated that they were comfortable with the subcommittee making a recommendation without bringing it back to the full Commission. Motion: Kirit Bhansali moved to appoint Dwight Nicholson as the alternate for the subcommittee. Rick Jahnke seconded. Vote: motion carried unanimously, 6-0 by voice vote. Planning Commission Meeting December 22, 2016 Page 1 of 3 Proposed Text Amendment on Crop Production in Commercial Zones Planning Director Lance Bailey made the following clarifications about the staff memo: (1) the Commission had previously agreed to use "agriculture" instead of "crop"; (2) the gross income requirement to qualify for a lower tax assessment is $1,500 not $1,000; and (3) the proposed change does not include outdoor commercial marijuana growing. Public Comment: Milt Reimers, representing PT Vineyards, thanked the Commission for its consideration of the issue and offered to answer any questions.. The Commission reached consensus on the following: - allow agricultural uses in C-1, C-Il, and C-11(H) zones - make agricultural uses subject to a conditional use permit instead of a permitted use - use "contiguous" instead of"abutting" - change the text in the table to read "...located on the same lot or lot(s) contiguous to..." The Commission requested that staff come back with draft language reflecting the Commission's discussion and information on any potential problems with the proposed changes. NEW BUSINESS - NONE OTHER BUSINESS Dwight Nicholson's Term Expiration Dwight Nicholson explained that his term is up at the end of the year and he will not be seeking renewal; however, he has agreed to stay on the Commission and be part of the Design Review Advisory Subcommittee until a new Commissioner has been appointed. Report on Design Review Advisory Subcommittee Meeting Kirit Bhansali led a report by subcommittee members about the meeting earlier that day. Discussion on one of the proposed projects will continue into 2017. UPCOMING MEETINGS Staff will let Commissioners know when the agriculture text amendment will come back before them. The first meeting of next year will include an election of officers. COMMUNICATIONS For the benefit of the public, Interim Chair MickHager summarized a memorandum from staff. The Commission acknowledged the public comment from Libby Palmer.
