MONUMENTS ARE CITY OF P.T.: MON. #302 = ELEV. 225.775 ( NAGVD 1929) = 229.10
NAD 1988 (91 ADJ); AND MON # 9196, ELEVATION 227.96 (NAD 1988 - 91 ADJ) (224.835
NAGVD 1929). BEARING AND DISTANCE FROM MONUMENT #302 TO MONUMENT
9196 = S88 °40'12 "E, A DISTANCE OF 1334.05 FEET. ALL PER CITY OF PORT
TOWNSEND GPS CONTROL SURVEY AS RECORDED IN VOLUME 19 OF SURVEYS,
PAGES 61 THROUGH 70, RECORDS OF JEFFERSON COUNTY, WASHINGTON.
SCOPE OF WORK
THE INTENT OF THIS PROJECT IS TO CONSTRUCT ROADS AND INFRASTRUCTURE TO SERVE NINE (9) LOTS ON EDDY
AND CLIFF STREETS IN THE CITY OF PORT TOWNSEND, WA. AFTER CONSTRUCTION, IT IS THE DEVELOPER'S INTENT TO
SELL THE LOTS. THE ZONING AT THE PROJECT SITE IS R -111 (MEDIUM DENSITY MULTIFAMILY) IN ACCORDANCE WITH
THE CITY OF PORT TOWNSEND MUNICIPAL CODE. THE SITE DOES NOT CONTAIN ANY ENVIRONMENTALLY SENSITIVE
AREAS. IN ORDER TO OPTIMIZE TRAFFIC FLOW AND PROVIDE A PUBLIC TRAIL RIGHT -OF -WAY, A LIMITED NUMBER OF
LOT LINE ADJUSTMENTS ARE INCLUDED IN THE PROPOSAL.
STREETS:
ACCESS STREETS TO THE LOTS WILL BE PROVIDED IN ACCORDANCE WITH THE CITY OF PORT TOWNSEND (COPT)
ENGINEERING DEPARTMENT STANDARD T -8. THE PAVED SECTION IS TO BE 25 -FEET WIDE AND INCLUDES CURBS AND
GUTTERS ON EACH SIDE OF THE STREET, UNLESS SHOWN OTHERWISE ON THE CONSTRUCTION DRAWINGS. STREETS
TO BE CONSTRUCTED ARE:
1. 24TH STREET FROM HOWARD STREET TO INTERSECTION OF EDDY STREET (--140 LINEAR FEET), WITH A
SIDEWALK ON THE NORTH SIDE OF THE STREET.
2. EDDY STREET FROM 24TH STREET TO 25TH STREET (--350 LINEAR FEET), WITH A SIDEWALK ON BOTH SIDES OF
EDDY STREET.
3. A NEW CROSS STREET (24th STREET PLACE) CONNECTING CLIFF AND EDDY STREETS ABOUT 100 FEET SOUTH
OF THE UNOPENED 25TH STREET RIGHT -OF -WAY. THE STREET WILL BE 200 FEET LONG AND INCLUDE
SIDEWALKS ON EACH SIDE.
4. CLIFF STREET FROM 24TH STREET TO THE UNOPENED 25TH STREET RIGHT -OF -WAY (--400 LINEAR FEET).
SIDEWALKS ARE REQUIRED ON BOTH SIDES OF CLIFF STREET.
STORMWATER
STORMWATER FROM THE ROOFS OF THE RESIDENCES WILL BE COLLECTED ON EACH LOT AND DIRECTED TO AN
INFILTRATION TRENCH SIZED TO CONTAIN THE ROOF RUNOFF FROM THE 10 -YEAR, 24 -HOUR STORM EVENT.
STORMWATER RUNOFF FROM THE STREETS WILL BE COLLECTED BY A SERIES OF CATCH BASINS AND PIPING IN THE
ROAD RIGHT -OF -WAYS AND DIRECTED TO A BIOSWALE FOR WATER QUALITY TREATMENT AND AN INFILTRATION BED
LOCATED NEAR HOWARD STREET AND 25TH STREET INTERSECTION. ALL CONSTRUCTION WORK WILL BE
ACCOMPLISHED IN ACCORDANCE WITH A TEMPORARY EROSION AND SEDIMENTATION CONTROL PLAN (TESC) AND
ASSOCIATED BEST MANAGEMENT PRACTICES (BMP'S).
SANITARY SEWER
THE CITY'S SANITARY SEWER LINE FROM THE HAMILTON HEIGHTS PUMP STATION WILL BE EXTENDED TO THE
PROPERTY. THE CONSTRUCTION WILL INCLUDE PUSHING /BORING THE SEWER LINE UNDER HOWARD STREET.
MANHOLES WILL BE PROVIDED NEAR 25TH AND HOWARD (BY OTHERS) AND EACH STREET INTERSECTION AND EACH
CHANGE IN ALIGNMENT OR GRADE. BACKFLOW PREVENTERS WILL BE INSTALLED AT EACH SIDE SEWER CONNECTION.
DOMESTIC WATER
THE CITY'S WATER MAIN WILL BE EXTENDED TO THE SITE. THE CONNECTION WILL BE MADE AS A LIVE TAP INTO THE
EXISTING MAIN LOCATED NEAR THE INTERSECTION OF 25TH AND EDDY STREET. FIRE HYDRANT LOCATIONS WILL BE
ESTABLISHED SUCH THAT EACH PROPERTY (LOT) IS WITHIN 250 -FEET OF A FIRE HYDRANT. THE DISTRIBUTION LINE IS
TO BE AN 8 -INCH DIAMETER C900 LINE AND WILL EXTEND ALONG BOTH CLIFF AND EDDY STREETS FROM 25TH STREET
TO 24TH STREET.

CONTROL MEASURE: STABILIZED CONSTRUCTION ENTRANCE.
PURPOSE: REDUCES THE AMOUNT OF DEBRIS TRANSPORTED ONTO PUBLIC ROADS FROM CONSTRUCTION EQUIPMENT BY ACTION OF VEHICLE
TIRES TRAVELING OVER GRAVEL PAD REMOVING MOST MUD AND DEBRIS FROM TIRES.
DESIGN CRITERIAISPECIFICATIONS:
DESIGN: (1) SEE DETAIL 2 -C -1, (2) STABILIZED CONSTRUCTION ENTRANCES SHOULD BE LOCATED WHEREVER VEHICLE ACCESS ROUTES
INTERSECT PAVED ROADS; (3) MATERIAL SHOULD BE QUARRY SPALLS, 4" - 8" SIZE; (4) THE ROCK PAD SHOULD BE AT EAST 12- INCHES THICK AND 100
FEET IN LENGTH. LENGTH MAY BE REDUCED TO 50 -FEET FOR SITES WITH MINOR GRADING (LESS THAN 1 ACRE OF EXPOSED SOIL); (5) WIDTH SHOULD
BE THE FULL WIDTH OF THE VEHICLE INGRESS AND EGRESS AREA. MINIMUM WIDTH SHOULD BE 20 -FEET. ADDITIONAL SUBGRADE STABILIZATION SUCH
AS A GEOTEXTILE MAT MAY BE REQUIRED.
PROCEDURE: (1) A FILTER FABRIC FENCE SHOULD BE INSTALLED DOWNHILL FROM THE CONSTRUCTION ENTRANCE TO INTERCEPT AND CONTAIN
ANY SEDIMENT -LADEN RUNOFF FROM THE ENTRANCE OR FROM TIRE WASHING; (2) IF THE ROCK PAD DOES NOT ADEQUATELY REMOVE THE MUD FROM
VEHICLE WHEELS, THE WHEELS SHOULD BE HOSED OFF BEFORE THE VEHICLE ENTERS A PAVED STREET. THE WASHING SHOULD BE DONE ON AN
AREA COVERED WITH CRUSHED ROCK AND WAS WATER SHOULD DRAIN TO A SEDIMENT RETENTION FACILITY; (3) STREET CLEANING EQUIPMENT
SHOULD BE AVAILABLE AS REQUIRED.
MAINTENANCE: (1) ENTRANCES MAY REQUIRE PERIODIC TOP DRESSING WITH 2 -INCH STONE, AS NECESSARY TO PREVENT TRACKING OR FLOW OF
MUD ONTO PUBLIC ROADWAYS; (2) IF SEDIMENT IS TRANSPORTED ONTO A ROAD SURFACE, THE ROADS SHALL BE CLEANED THOROUGHLY AS A
MINIMUM AT THE END OF EACH DAY. SEDIMENT SHOULD BE REMOVED FROM ROADS BY SHOVELING OR SWEEPING. STREET WASHING SHOULD TAKE
PLACE ONLY AFTER SEDIMENT HAS BEEN REMOVED AS DESCRIBED ABOVE; (3) ANY ROCK SPALLS THAT ARE LOOSENED FROM THE PAD AND END UP
ON THE ROADWAY SHALL BE REMOVED IMMEDIATELY.
CONTROL MEASURE: CONSTRUCTION ROAD STABILIZATION.
PURPOSE: TEMPORARILY STABILIZES ROADS, PARKING AREAS, AND ON -SITE TRANSPORTATION ROUTES WITH STONE IMMEDIATELY AFTER
GRADING, REDUCES EROSION CAUSED BY CONSTRUCTION TRAFFIC OR RUNOFF.
DESIGN CRITERIA/SPECIFICATIONS:
DESIGN: (1) PROVIDE ROCK STABILIZATION WHEREVER THERE IS THE POTENTIAL FOR EROSION OF TEMPORARY CONSTRUCTION ROUTES BY
CONSTRUCTION TRAFFIC DURING WET WEATHER; (2) ROCK STABILIZATION MAYBE UNNECESSARY WHERE SOILS ON SITE ARE GRAVELLY; (3) A
6 -INCH DEPTH OF 2" - 4" CRUSHED ROCK, GRAVEL BASE, OR CRUSHED SURFACING BASE COURSE SHALL BE APPLIED IMMEDIATELY AFTER GRADING OR
THE COMPLETION OF UTILITY INSTALLATION WITHIN THE RIGHT -OF -WAY. A 3 -INCH COURSE OF ASPHALT TREATED BASE (ATM) MAY BE USED INSTEAD
OF THE CRUSHED ROCK.
PROCEDURE: (1) WHERE FEASIBLE, ALTERNATIVE ROUTES SHOULD BE MADE FOR CONSTRUCTION TRAFFIC; ONE FOR USE IN DRY CONDITION, THE
OTHER FOR WET CONDITIONS WHICH INCORPORATES THE MEASURE LISTED BELOW; (2) TEMPORARY ROADS SHOULD FOLLOW THE CONTOUR OF THE
NATURAL TERRAIN TO THE EXTENT POSSIBLE. SLOPE SHOULD NOT EXCEED 15 PERCENT. ROADWAYS SHOULD BE CAREFULLY GRADED TO DRAIN
TRANSVERSELY. PROVIDE DRAINAGE SWALES ON EACH SIDE OF THE ROADWAY IN THE CASE OF A CROWNED SECTION, OR ONE SIDE IN THE CASE OF A
SUPER ELEVATED SECTION. (3) INSTALLED INLETS SHALL BE PROTECTED TO PREVENT SEDIMENT LADEN RUNOFF FROM ENTERING THE STORM
SYSTEM (SEE BMP'S ON FILTER INLET BARRIERS).
MAINTENANCE: INSPECT STABILIZED AREAS REGULARLY, ESPECIALLY AFTER LARGE STORM EVENTS. ADD CRUSHED ROCK IF NECESSARY AND
RE- STABILIZE ANY AREAS FOUND TO BE ERODING.
CONTROL MEASURE: DUST CONTROL.
PURPOSE: PREVENTS SURFACE AND AIR MOVEMENT OF DUST FROM EXPOSED SOIL SURFACES.
DESIGN CRITERIA/SPECIF[CATIONS: (1) MINIMIZE THE PERIOD OF SOIL EXPOSURE THROUGH USE OF TEMPORARY GROUND COVER AND OTHER
TEMPORARY STABILIZATION PRACTICES. (SEE BARE GROUND BMP'S) (2) SITE SHOULD BE SPRINKLED WITH WATER UNTIL SURFACE IS WET. REPEAT AS
NEEDED. TO PREVENT CARRYOUT OF MUD ONTO STREET, REFER TO STABILIZED CONSTRUCTION ENTRANCE BMP IN THIS SECTION. (3) SPRAY
EXPOSED SOIL AREAS WITH AN APPROPRIATE DUST PALLIATIVE. NOTE: OIL IS PROHIBITED FOR USE AS A PALLIATIVE.
CONTROL MEASURE: LIMIT CLEARING OF SITE.

MULCHING. ALSO, PROTECTS DISTURBED AREAS WHICH REQUIRE COVERING DURING PERIODS OF INACTIVITY IN WINTER MONTHS. PLASTIC SHEETING IS
THE PREFERRED COVERING FOR SEED BEDS PLANTED DURING WINTER MONTHS, IN THAT IT NOT ONLY PROTECT AGAINST HEAVY RAINS BUT ALSO
PROVIDES WARMTH AND LIGHT TO PROMOTE GERMINATION AND GROWTH OF SEEDS.
DESIGN CRITERIA/SPECIFICATIONS: (1) PLASTIC SHEETING SHOULD HAVE A MINIMUM THICKNESS OF 6 MIL AND MEET THE REQUIREMENTS OF
WSDOT /APWA SECTION 9 -14.5; (2) COVERING SHOULD BE INSTALLED AND MAINTAINED TIGHTLY IN PLACE BY USING SANDBAGS OR TIRES ON ROPES WITH
A MAXIMUM 10 FOOT GRID SPACING IN ALL DIRECTIONS. ALL SEAMS SHALL BE TAPED OR WEIGHTED DOWN FULL LENGTH AND THERE SHOULD BE AT LEAST
A 10 - 24 -INCH OVERLAP OF ALL SEAMS. SEAMS SHOULD THEN BE ROLLED AND STAKED OR TIED; (3) COVERING SHOULD BE INSTALLED IMMEDIATELY ON
AREAS SEEDED DURING WINTER MONTHS, AND REMOVED AS SOON AS POSSIBLE ONCE VEGETATION IS WELL GROWN TO PREVENT BURNING THE
VEGETATION THROUGH THE PLASTIC SHEETING, WHICH ACTS AS A GREENHOUSE; (4) WHEN COVERING IS USED ON UNSEEDED SLOPES, IT SHOULD BE
LEFT IN PLACE UNTIL THE NEXT SEEDING PERIOD; (5) PLASTIC COVERING SHEETS SHOULD BE BURIED TWO FEET AT THE TOP OF SLOPES IN ORDER TO
PREVENT SURFACE WATER FLOW BENEATH SHEETS.
MAINTENANCE: PLASTIC COVERING MUST BE CHECKED OFTEN FOR RIPS AND PLACES WHERE THE PLASTIC MAY BE DISLODGED. CONTACT

GENERAL CONSTRUCTION NOTES:

6. THE CONTRACTOR SHALL MAINTAIN A SET OF DRAWINGS UPON WHICH THE
CONTRACTOR SHALL RECORD THE HORIZONTAL AND VERTICAL LOCATION
OF THE AS- CONSTRUCTED IMPROVEMENTS. THE ACTUAL LOCATION OF
EXISTING UTILITIES SHALL ALSO BE RECORDED. THE CONTRACTOR SHALL
DELIVER THESE DRAWINGS TO VASHINGTON ENGINEERING AT THE
COMPLETION OF WORK.
7. IF WORKERS ENTER ANY TRENCH OR EXCAVATION FOUR FEET OR MORE IN
DEPTH THAT DOES NOT MEET OSHA REQUIREMENTS, IT SHALL BE SHORED
AND CRIBBED. THE CONTRACTOR ALONE SHALL BE RESPONSIBLE FOR
WORKER SAFETY. ALL TRENCH SAFETY SYSTEMS SHALL MEET THE
REQUIREMENTS OF THE WASHINGTON INDUSTRIAL SAFETY AND HEALTH
ACT, CHAPTER 49.17 RCW.
8. THE CONTRACTOR SHALL BE SOLELY RESPONSIBLE FOR WORKER SAFETY

1. THE FILTER FABRIC SHALL BE PURCHASED IN A CONTINUOUS ROLL CUT TO THE
LENGTH OF THE BARRIER TO AVOID USE OF JOINTS.
2. THE FILTER FABRIC FENCE SHALL BE INSTALLED TO FOLLOW THE CONTOURS (WHERE
FEASIBLE). THE FENCE POSTS SHALL BE SPACED WHEN JOINTS ARE NECESSARY,
FILTER CLOTH SHALL BE SPLICED TOGETHER ONLY AT A SUPPORT POST, WITH A
MINIMUM 6 INCHES OF OVERLAP, AND BOTH ENDS SECURELY FASTENED TO THE POST.
POSTS ARE TO BE PLACED A MAXIMUM OF 6 FEET APART AND DRIVEN SECURELY INTO
THE GROUND (MINIMUM OF 30 INCHES).
3. A TRENCH SHALL BE EXCAVATED, ROUGHLY 4 INCHES WIDE AND 4 INCHES DEEP,
UPSLOPE AND ADJACENT TO THE WOOD POST TO ALLOW THE FILTER FABRIC TO BE
BURIED.
4. WHEN STANDARD STRENGTH FILTER FABRIC IS USED, A WIRE MESH SUPPORT FENCE
SHALL BE FASTENED SECURELY TO THE UPSLOPE SIDE OF THE POSTS USING
HEAVY -DUTY WIRE STAPLES AT LEAST 1 INCH LONG, TIE WIRES OR HOG RINGS. THE
WIRE SHALL EXTEND INTO THE TRENCH A MINIMUM OF 4 INCHES AND SHALL NOT
EXTEND MORE THAN 34 INCHES ABOVE THE ORIGINAL GROUND SURFACE.
5. THE STANDARD STRENGTH FILTER FABRIC SHALL BE STAPLED OR WIRED TO THE
FENCE, AND 8-10 INCHES OF THE FABRIC SHALL BE EXTENDED INTO THE TRENCH. THE
FABRIC SHALL NOT EXTEND MORE THAN 34 INCHES ABOVE THE ORIGINAL GROUND
SURFACE. FILTER FABRIC SHALL NOT BE STAPLED TO EXISTING TREES.
6. WHEN (EXTRA- STRENGTH FILTER FABRIC AND CLOSER POST SPACING ARE USED, THE
WIRE MESH SUPPORT FENCE MAY BE ELIMINATED. IN SUCH A CASE, THE FILTER
FABRIC IS STAPLED OR WIRED DIRECTLY TO THE POSTS WITH ALL OTHER PROVISIONS
OF THE PREVIOUS STANDARD NOTE APPLYING.
7. THE TRENCH SHALL BE BACKFILLED WITH 3/4 -IN. MIN. DIAMETER WASHED GRAVEL.
8. FILTER; FABRIC FENCES SHALL BE REMOVED WHEN THEY HAVE SERVED THEIR USEFUL
PURPOSE, BUT NOT BEFORE THE UPSLOPE AREA HAS BEEN PERMANENTLY

THICKNESS) BELOW A DEPTH OF 5 FEET FROM FINISH GRADE. WITHIN 5 FEET OF FINISH GRADE,
BACKFILL SHALL BE PLACED IN LIFTS OF 8 INCHES OR LESS (LOOSE THICKNESS) SUCH THAT
ADEQUATE COMPACTION CAN BE ACHIEVED THROUGHOUT THE LIFT. EACH LIFT MUST BE
COMPACTED PRIOR TO PLACING THE SUBSEQUENT LIFT. PRIOR TO COMPACTION, THE BACKFILL
SHALL BE MOISTURE CONDITIONED TO NEAR OPTIMUM MOISTURE CONTENT, IF NECESSARY.

FOUNDRY TYPE MH30D/T OR EQUAL. BOLTS SHALL BE 5/8" STAINLESS STEEL SOCKET HEAD,
COUNTERSUNK. THE COVER SHALL HAVE THE WORD "SEWER" IN 2" RAISED LETTERS CAST IN IT.

REMOVED FROM THE SWALE AND DEAD AND DYING SOD REPLACED AT THE
BEGINNING OF THE GROWING SEASON. WETLAND PLANTS REQUIRED FOR
EMERGENT SWALES SHOULD NOT BE PLANTED IN THE SWALE UNTIL THE
SWALE HAS BEEN RESODDED AFTER CONSTRUC" ION ENDS.

BE STABILIZED IMMEDIATELY AFTER IT HAS BEEN GRADED. THE

POLLUTANT REMOVAL ABILITY IS TO SOD THE SWALE PER THE CONSTRUCTION
REQUIREMENTS BELOW. ALTERNATIVELY, SWALES MAY BE SEEDED DURING
THE SUMMER MONTHES, MAY 15 TO SEPT 15. THE PROPONENT WILL BE
RESPONSIBLE FOR ESTABLISHMENT OF SUFFICIENT COVER VEGETATION TO
PROVIDE FOR EROSION CONTROL
4. WETLAND PLANTS IDEALLY SHOULD BE PLANTED BETWEEN OCT 15 AND
MARCH 15. A BOND MAY BE REQUIRED FROM THE CONTRACTOR TO ENSURE
THE VIABILITY OF THE PLANTS.
5. PROVIDE IRRIGATION AS NECESSARY TO ASSURE ESTABUSHMENT OF
