SEWER CONSTRUCTION NOTES
1. CONSTRUCTION MATERIALS AND WORKMANSHIP SHALL CONFORM TO THE REQUIREMENTS
OF THE CITY OF PORT TOWNSEND AND THE STANDARD SPECIFICATIONS
FOR ROAD, BRIDGE AND MUNICIPAL CONSTRUCTION, AND CURRENT AMENDMENTS
THERETO. EXCEPT THAT ALL REFERENCES TO "MEASUREMENT",
PAYMENT" OR "MEASUREMENT/PAYMENT" SHALL BE DELETED.
2. THE CONTRACTOR SHALL ARRANGE FOR A PRECONSTRUC71ON CONFERENCE
PRIOR TO COMMENCING CONSTRUCTION. THE ENGINEER AND /OR
INSPECTOR FOR THE CITY OF PORT TOWNSEND SHALL BE IN ATTENDANCE.
3. THE CONTRACTOR SHALL BE RESPONSIBLE FOR PROCURING ALL PERMITS.
4. ALL WORK SHALL BE CONSTRUCTED TO LINES AND GRADES PROVIDED BY
THE ENGINEER.
5. PRIOR TO EXCAVATION IN PAVED ROADS AND DRIVEWAYS, THE ASPHALT
SHALL BE CUT WITH A SPADE FOR A DISTANCE OF TWO FEET BEYOND
THE LIMITS OF THE TOP OF THE TRENCH.
6. ALL SEWER INSTALLATION INSPECTIONS AND TEST OBSERVATIONS SHALL
BE MADE BY A REPRESENTATIVE FROM THE CITY OF PORT TOWNSEND.
INSPECTOR SHALL BE NOTIFIED TWO DAYS IN ADVANCE OF COMMENCING
WORK ON A SANITARY SEWER EXTENSION. PRIOR TO FINAL ACCEPTANCE
OF ALL INSTALLATIONS, THE CITY OF PORT TOWNSEND INSPECTOR
SHALL CONDUCT AN INSPECTION OF ALL MAIN LINES. FINAL ACCEPTANCE OF
SEWER INSTALLATIONS WILL NOT BE MADE UNTIL TESTS AND
INSPECTIONS ARE COMPLETE AND PROVE SATISFACTORY.
7. SEWER PIPE SHALL BE PVC (POLYVINYL CHLORIDE) AND SHALL CONFORM
TO THE PROVISIONS OF ASTM D3034, SDR 35. JOINTS FOR PVC PIPE
SHALL CONFORM TO ASTM D3212 USING A RESTRAINED RUBBER GASKET
CONFORMING TO ASTM F477. FITTINGS FOR PVC PIPE SHALL BE
INJECTION MOLDED. MANHOLE CONNEC11ONS SHALL BE MADE WITH PVC
ADAPTERS.
8. TRENCH EXCAVATION, PIPE BEDDING, AND TRENCH BACKFILLING SHALL
BE COMPLETED USING THE GENERAL PROCEDURES DESCRIBED IN WSDOT
STANDARD SPECIFICATIONS, SECTION 7 -17.
9. UTILITY PIPES SHALL BE EMBEDDED IN SAND AND SMOOTH ROUNDED
GRAVEL, SUCH AS SPECIFIED IN WSDOT STANDARD SPECIFICATIONS,
SEC11ON 9- 03.15. ADDITIONALLY, THE PIPE SHALL BE COVERED WITH
BEDDING MATERIAL TO AT LEAST ONE FOOT ABOVE THE PIPE. THIS
BEDDING MATERIAL SHALL BE LIGHTLY TAMPED INTO PLACE. BACKFILL
PLACED ABOVE THE BEDDING MATERIAL SHALL CONSIST OF STRUCTURAL
FILL QUALITY MATERIAL AS DISCUSSED IN PARAGRAPH 7 ABOVE.
10. UTILITY TRENCH BACKFILL SHALL BE PLACED IN LIFTS OF 12 INCHES
OR LESS (LOOSE THICKNESS) BELOW A DEPTH OF 5 FEET FROM FINISH
GRADE. WITHIN 5 FEET OF FINISH GRADE, BACKFILL SHALL BE
PLACED IN LIFTS OF 8 INCHES OR LESS (LOOSE THICKNESS) SUCH
THAT ADEQUATE COMPACTION CAN BE ACHIEVED THROUGHOUT THE LIFT.
EACH LIFT MUST BE COMPACTED PRIOR TO PLACING THE SUBSEQUENT
LIFT. PRIOR TO COMPACTION, THE BACKFILL SHALL BE MOISTURE
CONDITIONED TO NEAR OPTIMUM MOISTURE CONTENT, IF NECESSARY.
1NE BACKFILL SHALL BE COMPACTED IN ACCORDANCE WI11 THE
CRITERIA DISCUSSED IN PARAGRAPH 7 ABOVE.
11. THE PHYSICAL CONNECTION TO AN EXISTING MANHOLE OR SEWER SHALL
NOT BE MADE UNTIL AUTHORIZED BY THE CITY OF PORT TOWNSEND.
SUCH AUTHORIZATION WILL NOT BE GIVEN UNTIL ALL UPSTREAM LINES HAVE
BEEN COMPLETELY CLEANED AND ALL DEBRIS REMOVED.
12. GRAVITY MAINS SHALL BE TESTED BY THE LOW PRESSURE AIR METHOD.
PRESSURE MAINS SHALL BE TESTED BY THE HYDROSTATIC TEST METHOD.
ALL TESTS SHALL BE MADE BY THE CONTRACTOR IN THE PRESENCE OF
THE CITY OF PORT TOWNSEND INSPECTOR.
13. MANHOLES SHALL BE PRECAST REINFORCED CONCRETE UNITS WITH
ECCENTRIC CONES CONFORMING TO THE STANDARD PLAN "TYPICAL
MANHOLE DETAIL ". JOINTS BETWEEN PRECAST WALL SECTIONS SHALL
BE CONFINED 0 -RING TYPE.
14. MANHOLE FRAME AND COVERS SHALL BE CAST IRON, THREE BOLT
LOCKING TYPE, OLYMPIC FOUNDRY TYPE MH30D /T OR EQUAL BOLTS
SHALL BE 5/8" STAINLESS STEEL SOCKET HEAD, COUNTERSUNK. THE
COVER SHALL HAVE THE WORD "SEWER" IN 2" RAISED LETTERS CAST IN
IT.
15. CLEANOUT FRAME AND COVERS SHALL BE CAST IRON TWO BOLT LOCKING
TYPE, OLYMPIC FOUNDRY TYPE M1025, OR EQUAL. BOLTS SHALL BE
5/8" STAINLESS STEEL SOCKET HEAD, COUNTERSUNK.
16. ALL SIDE SEWERS SHALL BE 6" DIAMETER MINIMUM AND LAID
ON A MINIMUM SLOPE OF 2 PERCENT. ALL SIDE SEWERS SHALL BE PROVIDED
WITH A CLEANOUT AND TEST TEES FOR EACH LOT BE TO SERVED.
17. CLAY DAMS SHALL BE PLACED AT 100 FOOT INTERVALS ON GRAVITY
MAINS LAID ON 6 PERCENT OR GREATER SLOPES.
18. CONCRETE PIPE AND ANCHORS SHALL BE PLACED ON SEWER MAINS WHERE
SLOPES EXCEED 20 PERCENT. ANCHORS SHALL BE PLACED ON 36 FOOT
CENTERS FOR SLOPES 20 PERCENT UP TO 35 PERCENT, ON 24 FOOT
CENTERS FOR SLOPES 35 PERCENT UP TO 50 PERCENT, AND ON 16 FOOT
CENTERS FOR SLOPES 50 PERCENT AND GREATER.
19. ALL MANHOLES SHALL BE CHANNELED AND SHALL HAVE A 0.1' DROP
FROM INLET TO OUTLET.
20. UPON COMPLETION OF BACKFILL AND COMPACTION IN EXISTING PAVED
ROADS AND DRIVEWAYS, A 2 -INCH LIFT, CLASS B ASPHALT PATCH
SHALL BE PLACED. SEAMS SHALL BE STRAIGHT ON BOTH SIDES OF THE
PATCHING.
21. MANHOLE AND CLEANOUT FRAMES AND GRATES SHALL BE ADJUSTED TO
FINISH GRADE PRIOR TO PAVING.
22. THE ENDS OF ALL SIDE SEWER STUBS SHALL BE MARKED WITH A PRESSURE -
TREATED 2X4, PAINTED WHITE, WITH THE DEPTH, IN FEET, TO THE INVERT OF
THE SIDE SEWER FROM A HORIZONTAL PAINTED BLACK LINE LEGIBLY MARKED
IN BLACK PAINT.

3. THE CONTRACTOR $HALL BE RESPONSIBLE FOR PROCURING ALL PERMITS.
4. ALL WORK SHALL BE CONSTRUCTED TO LINES AND GRADES PROVIDED BY
THE ENGINEER.
5. PRIOR TO EXCAVATION IN PAVED ROADS AND DRIVEWAYS, THE ASPHALT
SHALL BE CUT WITH A SPADE FOR A DISTANCE OF TWO FEET BEYOND
THE LIMITS OF THE TOP OF THE TRENCH.
6. ALL SEWER INSTALLATION INSPECTIONS AND TEST OBSERVATIONS SHALL
BE MADE BY A REPRESENTATIVE FROM THE CITY OF PORT TOWNSEND.
INSPECTOR SHALL BE NOTIFIED TWO DAYS IN ADVANCE OF COMMENCING
WORK ON A SANITARY SEWER EXTENSION. PRIOR TO FINAL ACCEPTANCE
OF ALL INSTALLATIONS, THE CITY OF PORT TOWNSEND INSPECTOR
SHALL CONDUCT AN INSPECTION OF ALL MAIN LINES. FINAL ACCEPTANCE OF
SEWER INSTALLATIONS WILL NOT BE MADE UNTIL TESTS AND
INSPECTIONS ARE COMPLETE AND PROVE SATISFACTORY.
7. SEWER PIPE SHALL BE PVC (POLYVINYL CHLORIDE) AND SHALL CONFORM
TO THE PROVISIONS OF ASTM D3034, SDR 35. JOINTS FOR PVC PIPE
SHALL CONFORM TO ASTM D3212 USING A RESTRAINED RUBBER GASKET
CONFORMING TO ASTM F477. FITTINGS FOR PVC PIPE SHALL BE
INJECTION MOLDED. MANHOLE CONNECTIONS SHALL BE MADE WITH PVC
ADAPTERS.
8. TRENCH EXCAVATION, PIPE BEDDING, AND TRENCH BACKFILLING SHALL
BE COMPLETED USING THE GENERAL PROCEDURES DESCRIBED IN WSDOT
STANDARD SPECIFICATIONS, SECTION 7 -17.
9. UTILITY PIPES SHALL BE EMBEDDED IN SAND AND SMOOTH ROUNDED
GRAVEL, SUCH AS SPECIFIED IN WSDOT STANDARD SPECIFICATIONS,
SECTION 9- 03.15. ADDITIONALLY, THE PIPE SHALL BE COVERED WITH
BEDDING MATERIAL TO AT LEAST ONE FOOT ABOVE THE PIPE. THIS
BEDDING MATERIAL SHALL BE LIGHTLY TAMPED INTO PLACE. BACKFILL
PLACED ABOVE THE BEDDING MATERIAL SHALL CONSIST OF STRUCTURAL
FILL QUALITY MATERIAL AS DISCUSSED IN PARAGRAPH 7 ABOVE.
10. UTILITY TRENCH BACKFILL SHALL BE PLACED IN LIFTS OF 12 INCHES
OR LESS (LOOSE THICKNESS) BELOW A DEPTH OF 5 FEET FROM FINISH
GRADE. WITHIN 5 FEET OF FINISH GRADE, BACKFILL SHALL BE
PLACED IN LIFTS OF 8 INCHES OR LESS (LOOSE THICKNESS) SUCH
THAT ADEQUATE COMPACTION CAN BE ACHIEVED THROUGHOUT THE LIFT.
EACH LIFT MUST BE COMPACTED PRIOR TO PLACING THE SUBSEQUENT
LIFT. PRIOR TO COMPACTION, THE BACKFILL SHALL BE MOISTURE
CONDITIONED TO NEAR OPTIMUM MOISTURE CONTENT, IF NECESSARY.
THE BACKFILL SHALL BE COMPACTED IN ACCORDANCE WITH THE
CRITERIA DISCUSSED IN PARAGRAPH 7 ABOVE.
11. THE PHYSICAL CONNECTION TO AN EXISTING MANHOLE OR SEWER SHALL
NOT BE MADE UNTIL AUTHORIZED BY THE CITY OF PORT TOWNSEND.
SUCH AUTHORIZATION WILL NOT BE GIVEN UNTIL ALL UPSTREAM LINES HAVE
BEEN COMPLETELY CLEANED AND ALL DEBRIS REMOVED.
12. GRAVITY MAINS SHALL BE TESTED BY THE LOW PRESSURE AIR METHOD.
PRESSURE MAINS SHALL BE TESTED BY THE HYDROSTATIC TEST METHOD.
ALL TESTS SHALL BE MADE BY THE CONTRACTOR IN THE PRESENCE OF
THE CITY OF PORT TOWNSEND INSPECTOR.
13. MANHOLES SHALL BE PRECAST REINFORCED CONCRETE UNITS WITH
ECCENTRIC CONES CONFORMING TO THE STANDARD PLAN "TYPICAL
MANHOLE DETAIL ". JOINTS BETWEEN PRECAST WALL SECTIONS SHALL
BE CONFINED O -RING TYPE.
14. MANHOLE FRAME AND COVERS SHALL BE CAST IRON, THREE BOLT
LOCKING TYPE, OLYMPIC FOUNDRY TYPE MH30D /T OR EQUAL BOLTS
SHALL BE 5/8" STAINLESS STEEL SOCKET HEAD, COUNTERSUNK. THE
COVER SHALL HAVE THE WORD "SEWER" IN 2" RAISED LETTERS CAST IN
IT.
15. CLEANOUT FRAME AND COVERS SHALL BE CAST IRON TWO BOLT LOCKING
TYPE, OLYMPIC FOUNDRY TYPE M1025, OR EQUAL. BOLTS SHALL BE
5/8" STAINLESS STEEL SOCKET HEAD, COUNTERSUNK.
16. ALL SIDE SEWERS SHALL BE 6" DIAMETER MINIMUM AND LAID
ON A MINIMUM SLOPE OF 2 PERCENT. ALL SIDE SEWERS SHALL BE PROVIDED
WITH A CLEANOUT AND TEST TEES FOR EACH LOT BE TO SERVED.
17. CLAY DAMS SHALL BE PLACED AT 100 FOOT INTERVALS ON GRAVITY
MAINS LAID ON 6 PERCENT OR GREATER SLOPES.
18. CONCRETE PIPE AND ANCHORS SHALL BE PLACED ON SEWER MAINS WHERE
SLOPES EXCEED 20 PERCENT. ANCHORS SHALL BE PLACED ON 36 FOOT
CENTERS FOR SLOPES 20 PERCENT UP TO 35 PERCENT, ON 24 FOOT
CENTERS FOR SLOPES 35 PERCENT UP TO 50 PERCENT, AND ON 16 FOOT
CENTERS FOR SLOPES 50 PERCENT AND GREATER.
19. ALL MANHOLES SHALL BE CHANNELED AND SHALL HAVE A 0.1' DROP
FROM INLET TO OUTLET.
20. UPON COMPLETION OF BACKFILL AND COMPACTION IN EXISTING PAVED
ROADS AND DRIVEWAYS, A 2 -INCH LIFT, CLASS B ASPHALT PATCH
SHALL BE PLACED. SEAMS SHALL BE STRAIGHT ON BOTH SIDES OF THE
PATCHING.
21. MANHOLE AND CLEANOUT FRAMES AND GRATES SHALL BE ADJUSTED TO
FINISH GRADE PRIOR TO PAVING.
22. THE ENDS OF ALL SIDE SEWER STUBS SHALL BE MARKED WITH A PRESSURE -
TREATED 2X4, PAINTED WHITE, WITH THE DEPTH, IN FEET, TO THE INVERT OF
THE SIDE SEWER FROM A HORIZONTAL PAINTED BLACK LINE LEGIBLY MARKED
IN BLACK PAINT.
