MINUTES OF THE PLANNING COMMISSION REGULAR SESSION OF OCTOBER 13, 2016
CALL TO ORDER
The Port Townsend Planning Commission met in regular session on Thursday, October 13,
2016, in the City Council Chambers at 540 Water Street. Deputy Clerk Amber Long called
the meeting to order at 6:30 p.m. There being no chair or vice chair present, Commissioner
Jahnke agreed to serve as presiding officer for the meeting.
ROLL CALL
Commissioners present at roll call were Kirit Bhansali, Rick Jahnke, Dwight Nicholson, and
Paul Rice. Nan Evans and Monica MickHager were excused. Staff members present were
Planning Director Lance Bailey, Senior Planner/Planning Manager Judy Surber, Senior
Planner John McDonagh, City Attorney Steve Gross, and Deputy Clerk Amber Long.
ACCEPTANCE OF AGENDA
The Commission unanimously agreed to accept the agenda.
APPROVAL OF MINUTES — SEPTEMBER 8, 2016
Motion: Dwight Nicholson moved to approve the minutes of September 8, 2016. Paul Rice
seconded.
Vote: motion carried unanimously, 4-0 by voice vote.
GENERAL PUBLIC COMMENT - NONE
PUBLIC HEARING
Adopting Permanent Zoning Regulations and Standards Relating to Both Medical
and Recreational Marijuana, Including the Adoption of Buffer Reductions for
Licensed Marijuana Operations
Commissioner Jahnke read the rules of procedure for the public hearing. No Commissioners
disclosed a financial or property interest in the matter.
Senior Planner John McDonagh gave the staff presentation. Kyle Craig, owner of
a marijuana farm in Chimacum, gave public testimony encouraging the Commission to
reconsider the ban on outdoor production. Mr. McDonagh provided a response to the public
testimony and noted a correction that staff will make to Exhibit D: the proposed language in
Applicable Regulations/Notes for processing should be copied and added to the similar box
for retail sales. Mr. Craig responded to a Commissioner question about marijuana-related
crimes.

The public testimony portion of the hearing was closed. The Commission discussed
outdoor production, asked questions of staff, and noted minor typographical corrections to
the draft language. The public hearing was closed.
Motion: Kirit Bhansali moved to recommend that City Council make the interim regulations
permanent, adopt the buffer restrictions as proposed, and add the language into Exhibit D
regarding marijuana retail sales. Dwight Nicholson seconded.
Vote: motion carried unanimously, 4-0 by voice vote.

NEW BUSINESS
Critical Areas Ordinance Update
Senior Planner/Planning Manager Judy Surber gave a presentation based on information
from the Washington State Department of Commerce Growth Management Services and
answered questions from the Commission. Staff expects to have draft language available
for discussion at the next meeting.

UPCOMING MEETINGS
The next meeting will be on October 27th.
COMMUNICATIONS - NONE
ADJOURNMENT
Staff thanked the Commission for its work on the Comprehensive Plan, which was recently
adopted by City Council. There being no further business, the meeting was adjourned at
7:48 p.m.
