MINUTES OF THE PLANNING COMMISSION REGULAR SESSION OF SEPTEMBER 8,
2016
CALL TO ORDER
The Port Townsend Planning Commission met in regular session on Thursday, September
8, 2016, in the City Council Chambers at 540 Water Street. Interim Chair MickHager called
the meeting to order at 6:34 p.m.
ROLL CALL
Commissioners present at roll call were Kirit Bhansali, Nan Evans, Rick Jahnke, Monica
MickHager, Dwight Nicholson, and Paul Rice. Staff members present were Planning
Director Lance Bailey, Senior Planner John McDonagh, City Attorney Steve Gross, and
Deputy Clerk Amber Long.
ACCEPTANCE OF AGENDA
Motion: Kirit Bhansali moved accept the agenda with the addition under Old Business of an
update on the Comprehensive Plan. Paul Rice seconded.
Vote: motion carried unanimously, 6-0 by voice vote.
APPROVAL OF MINUTES -AUGUST 24, 2016
Motion: Paul Rice moved to approve the minutes of August 24, 2016. Nan Evans seconded.
Vote: motion carried unanimously, 6-0 by voice vote.
GENERAL PUBLIC COMMENT - NONE
OLD BUSINESS
Buffer Reduction for Licensed Marijuana Operations
Senior Planner John McDonagh gave the staff presentation and answered clarifying
questions from the Commission. Staff will bring back language based on input from the
Commission for the public hearing on October 13th.
PUBLIC HEARING
Short-Term Rentals/Vacation Rentals/Transient Accommodations Code Revisions
Interim Chair MickHager read the rules of procedure for the public hearing. No
Commissioners disclosed a financial or property interest in the matter. Planning Director
Lance Bailey and City Attorney Steve Gross gave the staff presentation.
Ms. MickHager called for public testimony. David Aronovitz spoke in opposition to the

draft ordinance and recommended incorporating the International Building Code. Heidi
Morgan spoke in favor of certain changes to the draft ordinance and expressed concerns
about others. Deborah Pedersen thanked the Commission for their work on the proposed
regulations and expressed some concerns, which she will forward to City Council. Ms.
MickHager closed the public testimony portion of the hearing.
There was general agreement among Commissioners to make the following change in
each place it appears in the ordinance: "The owner of a Tourist Home shall he live on-site
during the time rental activity is taking place." There was also agreement to leave Section
6 (Waiver of Enhanced Penalties) on page 3 as written and to remove #10 (Exits) on page
12. Most but not all Commissioners wanted to allow short-term rentals in single-occupied
units of multifamily buildings.
Motion: Paul Rice moved to change the Occupancy section on page 12 to read: "The
maximum number of adults allowed in a tourist home shall not exceed two per bedroom."
Rick Jahnke seconded.
Vote: motion carried unanimously, 6-0 by voice vote.
Ms. MickHager closed the record and the public hearing,
Motion: Kirit Bhansali moved to recommend that City Council adopt the proposed changes
to the development regulations and to authorize the Chair to sign the cover letter(memo)
to Council. Paul Rice seconded.
Vote: motion carried unanimously, 6-0 by voice vote.
NEW BUSINESS - NONE
OTHER BUSINESS
Update on Comprehensive Plan
Mr. Bailey gave an update on the Comprehensive Plan, which is in the public hearing
process before City Council. Commissioners requested notification from staff of the first
reading date.
UPCOMING MEETINGS
The meeting scheduled for September 22nd has been cancelled.
