MINUTES OF THE PLANNING COMMISSION SPECIAL MEETING OF AUGUST 10, 2016
CALL TO ORDER
The Port Townsend Planning Commission met in properly noticed special session on
Wednesday, August 10, 2016, in the City Council Chambers at 540 Water Street. Chair
Frick called the meeting to order at 6:30 p.m.
ROLL CALL
Commissioners present at roll call were Kirit Bhansali, Nan Evans, Rick Jahnke, Douglas
Frick, Monica MickHager, and Paul Rice, with Dwight Nicholson absent. Staff members
present were Planning Director Lance Bailey, City Attorney Steve Gross, and Deputy
Clerk Amber Long.
ACCEPTANCE OF AGENDA
Motion: Kirit Bhansali moved to accept the agenda. Rick Jahnke seconded.
Vote. motion carried unanimously, 6-0 by voice vote.
APPROVAL OF MINUTES —JULY 13, 2016 AND JULY 18, 2016
Dwight Nicholson joined the meeting at 6:34 p.m.
Motion: Monica MickHager moved to approve the minutes of July 18, 2016. Nan Evans
seconded.
Vote: motion carried unanimously, 7-0 by voice vote.
Motion: Kirit Bhansali moved to approve the minutes of July 13, 2016, with the following
change to the last item in the list before the New Business heading: "leaning
requireing that short-term rentals only be operated by the legal owner in residence at the
time, not an agent or tenant." Rick Jahnke seconded.
Vote: motion carried unanimously, 7-0 voice vote.
GENERAL PUBLIC COMMENT
David Aronovitz spoke about the Commission's discussion on the minutes.
OLD BUSINESS
Short-Term Rentals/Vacation Rentals/Transient Accommodations Code Revisions
Planning Director Lance Bailey gave the staff presentation.

Public Comment:
- David Aronovitz spoke in favor of allowing non-owner occupied short term rentals.
- Candice Cosler spoke in favor of allowing short term rentals in detached ADUs.
- Heidi Morgan spoke about the need for enforcement and in favor of owner-occupied
only.
- Deborah Pedersen reiterated her comments made through eComment and pointed out
a grammar error in 5.45(C) of the draft ordinance.
- Debbie Jahnke suggested that 17.57.020(B)(d) be changed to require a government-
issued ID instead of a driver's license.
The Commission generally agreed that a short term rental should be the "primary
residence" of the person renting it out and that it would be difficult to enforce a
requirement that the owner be present during the rental. The Commission also
generally agreed to require that a local emergency contact be provided on the license
application. Follow-up items for staff include reconciling the inconsistency between the
definitions of"dwelling unit" and "motel", and new language for (a) on page 9, which
currently allows no more than "two persons" in a rental.
The Planning Commission requested another meeting to review the changes that have
been discussed. The public hearing will be moved to September 8th.
