RESOLUTION NO. 16-038
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON RELATED TO THE QUIMPER WILDLIFE CORRIDOR,
AUTHORIZING THE ACQUISITON OF LAND,ACCEPTING DONATIONS OF LAND
FUNDED BY THE JEFFERSON LAND TRUST OR OWNED BY THE JEFFERSON
LAND TRUST, AND RATIFYING AND CONFIRMING PRIOR ACTS
WHEREAS, on May 19, 2008, the City Council enacted Ordinance 2976, adopting the
Quimper Wildlife Management Plan; and
WHEREAS, Section 4 of that plan provides that the City will work in coordination with
the Jefferson Land Trust ("Trust")to protect property in the Quimper Wildlife Corridor
("QWC")through acquisition either of fee ownership of the property, or acquisition of
conservation easements over the property; and,
WHEREAS, on October 5, 2009,the City Council adopted Resolution 09-034, stating
the Council's intent to acquire from willing sellers land adjacent to identified trail corridors in
the QWC and the Cappy's Woods area; and,
WHEREAS, PTMC 3.42.060(C) requires that donations of real property be approved by
the City Council by resolution; and,
WHEREAS, certain parcels have already been accepted by the City; and,
WHEREAS, the Trust, acting as a sponsor for the City, applied for and was granted
$34,814 from the Jefferson County Conservation Futures Program; and,
WHEREAS, the Trust has arranged for the purchase of 5 parcels from willing sellers, as
well as the donation of 3 privately-owned parcels, and the donation of a parcel currently owned
by the Trust as a match for the Grant; and,
WHEREAS, The City Council finds that the acquisition of the property is consistent
with the QWC management plan;
NOW, THEREFORE,BE IT RESOLVED by the City Council of the City of Port
Townsend as follows:
Section 1. The City Manager is authorized to enter into Purchase and Sale Agreements
with Virginia White, David Gaenicke, Dana Nieminen and Gary Lawn, Ray Culver, and Patricia
Berry for the acquisition of their property.
Section 2. The City Manager is authorized to accept a donation of land from the Jefferson
County Land Trust and from Owen and Sarah Fairbank in conjunction with the purchase of the
Hovind property.

Section 3. The City of Port Townsend expresses its sincere appreciation to all of the
property owners, and to the Jefferson County Land Trust for their support of the Quimper
Wildlife Management Plan
Section 4. The City Manager is authorized to sign all documents necessary to effectuate
the purchase and to accept the donation.
Section 5. All prior acts consistent with this Resolution are ratified and confirmed.
ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this 15th day of August, 2016.
