HomeMy WebLinkAbout062316 Dorgan, Nancy - Post-docket June 23, 2016 Port Townsend Planning Commission Comments re 2016 GMA Update vs. 2016-2018 Strategic Three Year Plan Commissioners: In an interesting juxtaposition to the Commission's completion of the GMA update on the 23rd, the City Council adopted the City of Port Townsend Three-Year Strategic Plan 2016-2018 at its June 201h meeting. [See online at htt�:/lcityof�t, ranicus,coml etaViewer,�h�?view id=4clip id=1371&meta id=126124] Of note among the many Actions/Measures listed in this plan were: • "Define specific uses, standards, and zoning for Howard Street" [undated] • "Adopt updated zoning code" [undated] • "Establish Benchmark/LOS [Level of Service] Standards" [undated] • "Complete Howard Street construction 2017" • "Adopt storm water functional plan by March 1, 2017" • "Adopt Critical Areas Update June 2017" • "Adopt [Municipal Code] Chapter 16.08 flood damage Dec. 2018" Unfortunately, the mandated GMA 2016 Update merely sprinkled climate change fairy dust into the Comprehensive Plan while avoiding core planning and implementing regulations that might actually have prepared the city for stormwater impacts of climate change. Clinging to a once valid set of stormwater standards subsequently replaced by Ecology is negligent of public health and safety and negligent of the functions and values of critical areas such as Kah Tai Lagoon. Merely adopting a resolution showing intent to adopt future legislation of unknown content reveals the sorry state of local politics/planning. Good luck to you. Nancy Dorgan PC-33
