Dear Ms. Surber:
Thank you for allowing the Olympic Region of the Washington State Department of
Transportation (WSDOT) the opportunity to review and comment on the proposed
amendments to the Comprehensive Plan. We recognize the investment of time and
energy that this document represents, and we appreciate the opportunity to review the
plan. The comments below are provided for your consideration as the City completes
its update.
The Growth Management Act requires an inventory of state-owned transportation
facilities within the City's jurisdictional boundaries per RCW 36.70A.070 (6)(a)(ii).
The traffic forecasts for SR 20 must be for at least 10 years to provide information on
the location, timing, and capacity needs of future growth. Most comprehensive plans
typically use a 20-year forecast and show existing year LOS results and future horizon
year LOS results that are compared against the WSDOT Urban LOS D standard in a
table (LOS results are also typically shown on maps),
Page 6-33, Policy 8.3 mentions "The city should encourage a LOS standard of a one-
boat wait on weekdays and a two-boat wait on weekends." Suggest adding this
sentence, "The Washington State Ferries has established a Level 2 LOS Standard
(75% full sailings in January and May, 85% full sailings in August) for the Port
Townsend/Coupeville Ferry."
The 2015 Freight and Goods Transportation Inventory results could be mentioned in
the Transportation Element. SR 20 within the City of Port Townsend is designated T-3
truck route with 3,050,000 annual tonnage and 810 annual daily truck volumes (9.4%
trucks).
