Dear Ms.J.raiiklin: Per our phone conversation of 2/23/07,I am submitting a revised site plan providing clarification that no work will occur within either the Sims Way or Thomas Street rights-of-way. Curbing will not be provided rather paint striping will be used at the property line along Thomas Street to delineate the property line and show a 25 foot wide "entry and exit area." Paint striping will also be used along Sims Way on the northeast portion of the parcel to delineate an "exit only area." The paint striping used for the exit onto Sims Way will clearly mark the eastern property boundary in order to prevent cars from using the neighboring property(Jim's Appliance)to exit. Complete Application Port Townsend Municipal Code, Section 16.04.140,Vested Rights-Substantially Complete Building Permit Application: Application for all land use and development permits required under ordinances of the city shall be considered under the zoning and other land use control ordinances in effect on the date a fully complete building permit application, meeting the requirements identified in this section, is filed with the Building and Community Development Department. Please note that no structural work is proposed. In regard to the parking lot,I am proposing six parking spaces including one handicap space. I am proposing to use the existing access on Thomas Street to allow for both entry and exit and to use an existing curb cut on Sims Way for right turn exiting only. Striping and signage will be used to delineate parking spaces and indicate entry and exit areas. In regard to landscaping, since the front parking area is comprised of asphalt up to the Sims Way shoulder, I am proposing to use a series of four 3' diameter circular decorative planters made of glazed pottery to soften the impact of the existing parking lot. In an effort to further minimize visual impact I have located as many of the parking spaces as possible at the rear of the parcel. The parking spaces at the back of the property (spaces 3,4,5 and 6)will be screened from the use to the rear by a new 6' high cedar fence. Enclosed please find the following: 1. A completed and signed building permit application with a scope of work and building drawing. 2. A site plan showing the proposed parking configuration and proposed landscaping. 3. (John and Francesca, please chime in if you disagree!) Parking: I believe the existing building has been recently used for furniture sales, which is listed as its own use in Table 17.72.080. Bike sales would be under"other retail commercial"which has different requirements-one space per 400 sq. ft. of gross floor area minimum. So I would say it is a change of use, and he does need to provide parking, bike racks and landscaping. I tried to guess on the size of the building based on the aerial - maybe 40 x 30? If 1200 sq. ft, then min. 3 parking spaces, one being ADA. And minimum 2 spaces for bikes. Landscaping: I don't know where the driveways are, being on the corner. He doesn't need to do perimeter landscaping where the driveways are, but other than that a 8'wide planting strip along street frontage, and one tree per every 35 feet, and follow 17.72.170... So we need to know: 1) What building square footage is; 2) What is the value of proposed improvements (to compare to assessed values to make sure it doesn't need commercial design review). 3) Site plan showing the building, parking, ADA sign and size of space, bike rack location, landscaping. 4) No Protest agreement for future sidewalk. (We didn't do this for Crafts Cottage, but Francesca agrees we should have...) 5) He would need to plant the landscaping, or bond for it prior to occupancy.
