Scope of work: When we bid this project,our engineering consultants at Reid Middleton assessed the condition of our small travel lift pier that we have leased to an independent business that operates the boat yard at Hudson Point. In that assessment,the engineers recommended that we replace up to 25 piles to shore up the pier. After the crews removed the decking,it was discovered that the entire underside of the pier and most of the creosote pile had rotted through-- something that couldn't be determined from our initial assessment. Therefore,we request a permit modification to allow us to replace the entire travel lift pier. I have included drawings of the existing pier and the proposed new pier for your review. Please note the proposed new pier would have a smaller overall footprint than the original. We reduced the size of the pier to mitigate additional construction impacts,assuming that federal and state agencies would look favorably on a reduction in shading of approximately 500 sq feet. A proposed replacement structure consisting of steel piling, steel pile caps, and timber stringers and decking was proposed by the contractor for the project, CAICOS Corporation out of Port Gamble, Washington. Drawings were developed based on this proposed structure on January 15, 2007. The Port of Port Townsend requested that Reid Middleton perform a structural analysis of the proposed travel lift pier for the Hudson Point project. Reid Middleton performed a structural evaluation and calculations for the proposed travel lift pier design layout. The evaluation included the following: 1. A review of the design drawings. Design details(such as the dimensions, spans, materials, sections, and connections)were checked on these drawings. 2. Structural calculations were performed to determine the load capacity for the pier using current codes. 3. Load demand was determined from the travel lift's maximum lift capacity as supplied by the manufacturer. 4. Impact was included in the structural calculations.
