HISTORIC PRESERVATION COMMITTEE SPECIAL MEETING MINUTES
Date: March 15, 2016 Time: 3:00 pm Location: City Hall, First Floor Conference Room

Topic Motions/Recommendation/Action
Approval of Minutes: March 1, 2016 Unanimous approval
Appearance of Fairness: Brent Davis recused himself from the discussion on
HPC16-010. Staff had previously confirmed with the City Attorney that the four members present would constitute a quorum even though one member had to recuse
himself from a single item.
HPC16-010 1042 Water Street: Brent Davis presented the application for the scuttle
and staircase, which would provide maintenance access to the Kuhn Building’s roof. The Committee unanimously voted to recommend
approval of the application as submitted with the one change of making the siding flat panel.
HPC16-012 Jane Dough in Mt. Baker Block: Albert Wagner, representing the
applicant, described the proposed new transom window. Staff clarified that the
Committee’s approval is only being sought on the window replacement; the sign and ventilation system can be approved by staff.
The Committee unanimously voted to recommend
approval of the window replacement as presented.
HPC16-011 830 Franklin Street Special Valuation Request: Cara Loriz presented
her application and answered questions. Marsha Moratti informed the other
Committee members that she will be nominating this house for a Historic Preservation Award from the Jefferson County Historical Society.
No action was taken. The Committee will discuss
further at the next meeting.
HPC15-035 Cracker Factory: Staff requested that discussion be deferred on this
matter, because the applicant was not able to attend the meeting.
Re-examine HPC work plan items for windows, solar instructions, exterior commercial building lighting, hardscape installations, and Phase II Historic Residential Inventory: The Committee had discussed the draft guidelines in depth at
a meeting in September 2014, and is now being asked to resume the discussion. The
Committee briefly discussed solar installations and the draft Historic Residential Inventory. Staff was asked for a list of historic City-owned properties.
The Committee will engage in more thorough
discussion of the guidelines at the next meeting. Ms. Moratti will try to find historic information for the
inventory.
