Chairman Marsh called the meeting to order. All members were
present. Minutes of October 25, 1976 , were approved as mailed.
(Towards the end of the meeting it was determined that one
sentence should be deleted from those minutes.
Cormnissioner Robert Johnson read his letter of resignation, which
was addressed to Mayor Steve. Cor nissioner Fred Lester said he
was going to submit a letter of resignation to the mayor and also
stated he would not participate in the decisions of this meeting,
Both resigned on grounds they disagreed with Referendum 36, which
extends the disclosure law.
Commissioner Wightman reviewed the Budget Deport of Nov. 2, 1976.
APPLICATION No, 12 - Jack P. Germeau, Jr.
224 base Street
The request is for a setback Variance on property at above
location, which is being remodeled. Mr. Germaneau discussed his
plans with the Commissioners. Johnson/Smith moved to recommend
to the City Council they approve the request as the Commission
sees no detrimental affect on the surrounding neighborhood or
existing property as currently zoned. VOTE: yes 5 no 0
APPLICATION No. 124 - Arthur K, Krout
320 Reed Street
PUBLIC HEARING on request to rezone Block 29 , Lots 13-20 of
Eisenbeis Addition from R-1 t -1. Applicant intends to construct
dental office on premises. The hearing was taped. A rezone to
P-1 would give the City Council control over any future changes
that might occur with regard to this property. Mr. Krout is also
required to request a Conditional Use Permit, if rezone is
approved. He was present to discuss his plans with the Commis-
sioners. There were no adverse opinions from the audience.
Wight an/Smith moved to recomnend to the City Council, they
approve the request on the basis it would serve the interests of
the community presently► and in the future. VOTE: yes 5 no 0
APPLICATION NO. 127 Summit Conununications, Inc.
4238 135th Avenue SE, Bellevue WA
Representing Company: James A. Hirshfield, Jr.
Request for Conditional Use Permit to construct and operate cable
television antenna site, with variance from height restrictions
in R-1A. Property location; 3510 Rosecrans,. Corrigan'sSub-
division, Block 5. Lots 5 and 6. which is presently an empty lot.
An Environmental Impact Statement accompanied the request. It
was noted the Company would furnish city schools with free
connections from the cable system, if approved. Mr. Hershfield
participated in a discussion with the Commissioners. Wojt/ ightman
moved to recommend to the City Council they approve the Condi-
tional Use and the variance from height restrictions in 1 -1A,

as natural extensions of the franchise already granted applicant
by the City of Port Townsend; also, this seems to be a reasonable
area to place such a utility installation. VOTE: yes 5 no 0
APPLICATION N . 12 - Bernard B. & Kathleen Beck
1228 17th Street
Street Vacation request to vacate that portion of 17th Street
lying between Sheridan Street and Grant Street (with trail easement) ,
to preserve a naturally wooded habitat and furnish a safe trail for
Grant Street School children. It was determined this would land-
lock four lots . Smith/Wojt mored request be tabled for further
study. VOTE: yes 3 no 2
STEERING COMMITTEE REPORT - Kay Wojt, Chairperson
Subject was steering Committee recommendations in October 25 memo
to Planning Commission. Action taken
1motion of Wo t/Johnson authorized secretary to reorganize
Planning Commission files to simplify access to pertinent data.
Approximate cost $50. NOTE: yes 5 no 0
(2) moored that Items 1 and 4 in this memo be
adopted. Item 1 pertains to compiling a Planning Commission
Property List of documents and materials which Commissioners will
use and subsequently Pass on to their successors. These items
should be stamped to read "Planning Commission Property List" .
Item 4 is a list of documents/reports/raps/records authorized as
the "Planning Commission Property List" .
Chairman Marsh appointed James Campbell to the Steering Comittee
to replace Fred Lester.
Chairman Marsh requested that the Steering Committee compile a
list of reasons for making a recommendation in favor of an
application to the City Council, and reasons for rejection of
applications. This would standardize reasons for actions taken
by the City Planning Commission and facilitate thein use when
motions are made.

Kay Wo j t attended a recent conference held by the Planning
Association of Washington. She distributed handouts acquired at
the conference and shared some of the data gleaned, with the
Commission.
A motion by Wightman/Smith, set the next meeting of the City
Planning Commission for January 31, 1977 . There will be no
meeting in December. VOTE: yes 5 no 0
