The minutes were approved as mailed. . APPLICATION N . 87 - Harold & Elaine Deong, 1431 Washington St. Taken from table. Request to vacate "that portion of Grant Street lying between 52nd and 53rd Street" , where a permanent residence being built by Mr. Deong is encroaching onto Grant Street, it. Deong submitted a certified survey to the Commissioners. After discussion, it was determined here is no apparent need for the street, Woj /Marsh moved to recommend to the City Council the request for a sheet vacation e granted,, VOTE : yes 4 no i APPLICATION NO. 89 - G, E . Hedrick & Delmar E . Smith - 527 "V11 S t. Request to vacate "Fir between "U" Street and "V" Street between blocks 3 and 90 in Pettygro a 2nd Addition" . Proposed use: To clean up the area and use it for a garden. After discussion it was determined no street would be possible here; there is a steep drop just north of "U" Street. Lester/Tiller moved to recommend to the City Council the street vacation be granted. VOTE: yes 5 no 0 APPLICATION NO. 91 - Erickson Bros. Auto Body, 2 319 Washington S t. Variance request to permit construction of a 9 foot fence on rear perimeter of existing land to existing buildings on Block 77, Lots and 8, of Hastings 2nd Addition. State law requires applicant to provide a secure area completely enclosed by a fence at least 8 feet high to Prevent access by general public to area where vehicles are stored. Johnson/Lester roved to recommend t the City Council the request for a variance be granted. VOTE: yes 4 no 0 - 1 abstention (Woit) APPLICATION No. 81 (Revised) - Miller H. Jensen, Box 594 A public hearing on this request as reprised by the City Council ) was held to consider a prezone from R-I to R-III of property located at isenbeis Addition, Blocks 276 and 277, Lots: all. Proposed use: optometric clinic'. After discussion and finding no one present to oppose this request Johnson/Marsh Moved to recommend to the City Council the rezone requested in No. 81 , VOTE: yes 5 no 0 The hearing was taped. APPLICATION NO. 88 - Clarence Bramhall, 3039 Spring Street There was a public hearing on this request for a rezone of property located at Pettygrove' s 1st Addition, Block 30, Lots l through 8, from R-I to R-III . Proposed use: to construct an apartment complex, The hearing was taped. Members of the audience who opposed the rezone were heard. Joe Ladley felt apartments would depreciate property, but would not oppose single family dwellings. He submitted a petition signed by surrounding property owners opposed to the rezone, Commissioners Tiller and Woj t, who live nearby, disqualified themselves from voting on this matter. As local residents they were both heard in opposition to the rezone for reasons of property depreciation and an increase of traffic in the area. Janice Ro f f ler did not object to homes being built, but felt once apartments went in, more would follow. PAGE TWO - MINUTES OF JANUARY 26o, 1976 Mr. Brahall feels there is a need for apartments. Said he cares about Port Townsend and is willing to work for the best interest of the city and would coo along with what people want and what city wants, The discussion centered on spot zoning, which the Commissioners opposed. Johnson/Lester moved to recommend to the City Council this request for a rezone be denied. VOTE: yes 4 no 0 (Chairman Graham' s vote made a quorum) - 2 abstentions (Tiller and Wojt) APPLICATION NO. 84 - K-Denn Enterprises Ltd. (Canada) Dale Brady, Agent, SR 3, Bax 140, Port Townsend Application taken from table. Request to vacate following streets That portion of Sherman St. lying between Blocks 1-10, Tacoma Addition.. That portion of Logan St. lying between Blocks 21-30, Tacoma Addition. That portion of 44th St. lying between Blocks 28-29 , 2--23, 10-18 , 1213, 8-9 , Tacoma Addition. That portion of 42nd St. lying between Blocks 26-27, 24-2 , 16-17, 1 -1 , 6-7. Tacoma ddition. That portion of 40th St. lying between Blocks 6-7, 5-8, 4-9 , 3-10 , 2-1l, 1-12 , Baker Addition, The east side of Blocks 6-7 to even up the streets in straight lime in the Baker Addition to the Tacoma Addition. That por- tion of Rosecrans St, lying between Blocks 2 -21, Tacoma Addition. Proposed use: residential.. Commissioners who surveyed the area found lots small and water and sewer problems . A Commissioner commented a lot of land would be given away. The Commissioners favored a Planned Unit Development. Mr. Brady said K -D nn doesn 't have the money for Planned Unit Development. They just want to sell individual lots. The street vacations would enable then to enlarge the lots and omit some of the streets. After lengthy discussion, it was determined there was not a solid reason to deny the street vacations. Tiller/ Marsh moved to recommend to the City Council the street vacations be approved, VOTE: yes 3 no 2 1 abstention (Lester) ChGraham voting to wreak the tie. APPLICATION N . 82 - Merlin 0, & Jean Nelson, d/b/a Port Townsend motel Because of the large number of complainants at their public hearing, the City Council noted to return this application to the City Planning Commission for further study. Lester/Tiller moved the application be returned to the City Council with the same recommendation, the reason being that all interested persons had not been duly notified of this meeting. VOTE: yes 4 no 1 APPLICATION NO. 92 - Perry & Bonnie Tuttle, 1633 Grant Request for a Conditional Use Permit to create ceramic and craft items for sale to retail outlets from their residence , After discussion, Lester/Johnson moved to recommend to the City Council the Conditional Use Permit be granted. VOTE: yes 5 no 0 APPLICATION NO. 9 - Jefferson County Multi-Service Center Request for a Conditional, Use Permit to construct offices in the 4-story structure the hospital is selling to the County to house a PACE THREE - MINUTES OF JANUARY 26 , 1976 human resources center. Dave Cunningham, County Planner, was present and was heard. Discussion centered on parking, traffic, and noise factors in a hospital zone , Lester/Marsh moved to recommend to the City Council they deny the Conditional Use Permit due to traffic, noise, pollution. VOTE: fires 4 no 0 l abstention (Woit) APPLICATION N09 93 - Gerald K. & Lida K. Sandquist, 404 Umatilla Request to rezone the following from R-1 to -III : Eisenbeis Addition Block 75 - mots 1- for the purpose of constructing a multiple-unit housing facility. Johnson/Tiller moved a public hearing be set for February 23, 1976 . OTE: yes Roger French, City Engineer, brought to the Commission' s attention proposed amendment to the Zoning Ordinance -- R-2 Density, which came through the office of Randy Tyler, City Planner, from the City Council. Johnson/Wojt moved a public hearing be set for February 23, 1976, to consider an amendment to the zoning ordinance concerning maximum allowable density under the R-2 Zone - and height limitation in that zone, VOTE: yes 5 no 0 The meeting was adjourned.
