HomeMy WebLinkAbout063075 Min i f i MINUTES OF PORT TOWNSEND PLANNING COMMISSION OF JANE 30, 1975 Mice Chairman Johnson called the meeting to order. Commissioners present: Johnson, Graham, Scott, Woj . Also present: Councilman Ciprioti and R. Tyler, City Planner. The minutes, which were mailed to the Commissioners, were approved. Vice Chairman Johnson read the reply from Glenn Abraham, City Attorney, with regard to the legality of vacating streets that abut or eater into the water. In his letter he set out a portion of RCW .7 . 030, a follows: No city or town shall be authorized or have authorization to vacate such street or alley, or any parts thereof, if any portion thereof abuts on a body of salt or fresh water unless such vacation be sought to enable the city, town, port district or state to acquire the property for port purposes, boat moorage or launching sites, part , viewpoint, recreational, or educational purposes, or other public uses. This proviso shall not apply to .industrial zoned property. The secretary was instructed to mail copies of the letter to each Commissioner. The request of C. L. Iseman for a vacation of Lawrence street between Clallam and the meander line of Admiralty Inlet was withdrawn. A new application was made by Mr. Ieran for a variance on the side yard setback for a proposed residential lot abutting upon undeveloped Lawrence Street, Request of Edgar F. McMinn, Key City Lames, for a variance from parking requirements due to the addition of a small building, 12x22, he proposes to erect, Mr. McMinn was not present at the meeting, Del Graham' s motion to recommend this variance be granted, diedwith- out a second. After further discussion, Woj t/Scott moved action b deferred pending further information from the applicant regarding the parking situation, VOTE: yes 3 no 1 Request of C. L. Iseman for a variance on a side yard setback. After discussion, Scott/Graham moved to recommend to the City Council this Variance be accepted as requested. VOTE: yes 3 no 0 Request of Bay hove Enterprises for a Conditional Use Permit for property located at 24th and Huhn, for the purpose of using the site as an activity center for handicapped citizens. In approximately 3 years they hope to move to another location, at which time this property would be sola as a residence . Mr. Knutsen, Director, was the spokesman and discussion followed. Toj t/Scott moved to recommend t the City Council they accept this application for a Conditional Use Permit. VOTE: yes 3 no Request of C. T, Chin ian for a Variance to add one operatory, ' x ' to the existing dental office at 1303 Washington Street. After discussion, Graham/Wo t moved to recommend to the City Council the Variance be granted. VOTE : yes 3 no 0 iR MINUTES OF PORT TOWNSEND PLANNING COMMISSION OF JUNE 30, 1975 PAGE TWO Request of Criddle Partee, et al, for a street vacation of 21st street between Haines and San Juan. After discussion, Scott/Graham roved to recommend to the City Council they grant this street vacation as requested. VOTE: yes 3 no 0 and� `yler, City Planner,, and the Commissioners engaged in a short discussion of the review and recommendations with regard to the Comprehensive Plan, prepared by Mr, Tyler. This will be on the agenda of a future meeting of the Planning Commission. The next meeting, set for July 14 , will be devoted to a discussion of a proposed Street Development Plan to be presented by Mr. Tyler. Mr. Garrett, from the audience, expressed his opposition to any density control, which he felt would discriminate against the poor. The meeting was adjourned. i Evelyn Charow Secretary
