All commissioners were present, except Fred Lester. Also attending the meeting were Randy Tyler, Casty Planning Consultant and City Councilmen Black and Cippriotti The minutes were read and corrected. There was a discussion regarding the request of Robert F. DeWeese, 1919 Lawrence St, for a Conditional Use Permit to sell used and rare books at that address , Mr, Deweese was present and submitted some signatures favorable to his request, On a motion by Lee Lefler, seconded by Del Graham, it was voted to recommend to the City Council that the City Ordinance be amended to allow the sale of rare and used books in a residential zone. VOTE: yes 5 no 0 The following matters will be taken up at the December 30 meeting: l . To vacate that portion of Grant Street between 19th and 20th Streets requested by S. T. Smith, Ray H. and Patricia A. Aller, and Darrel. E . and Florence L. Johnson. To vacate that portion of Seventh Street lying between Hendricks and Sherman Streets , requested by L. The motion to set aside those three requests until the December 3 meeting was made by Lee Leffler, seconded by Robert Johnson. VOTE: yes 5 no 0 In the matter of a request from Ervin D. McGee, 342 Hariison St. , for Conditional Use Permit to operate a bicycle repair shop at that address, a motion was made by Del Graham, seconded by Robert Johnson, to recommend to the City Council the request be granted. Discussion on this was resumed. on a. motion by Del Graham, seconded by Lee Leffler, the original motion was amended to recommend to the City Council that the City ordinance be amended to permit repairs of non-motorized vehicles in a residential zone . VOTE: yes 4 Ray Wojt opposed, then changed her vote to yes, which made the decision unanimous. Next up for discussion was a request from the Pacific Northwest Evangelical Free Church Home, 751 Kearney Street, for a variance for � property located at Estate Addition, Block 171, Dots 1. to 8, for the purpose of adding to the existing building to bring it into compliance with new Federal Regulations for Nursing Homes, On a=otion by Robert Johnson, seconded by Max Loomis, it was voted to recommend to the City Council they approve the variance request, VOTE: yes 5 no The remainder of the meeting was turned over to Randy Tyler, who presented the following to the Commissioners for discussion and consideration 1. Nor. Tyler desired to clean up what he considers a misconception on the part of some citizens who feel he is against people making money, whereas he feels that good planning promotes property values. Tyler distributed a sample application form for zoning changes, variances, etc. , which he feels would expedite these matters and provide more information than the form presently used, It was decided he should prepare a rough copy of the new form with some modifications and present it to the Commissioners at a later date. . Mr, Tyler proposed that further regulations with regard to commercial zoning might be desirable . This discussion mainly covered setbacks, parking, and ingress and egress. . For the Commissioners ' perusal fir. Trier distributed a paper with proposed set of goals and policies for cone arcial development in the county. This was discussed. . Mr. Tyler raised the question as to whether it would be feasible to set a time limit on a rezone and have it revert back to the original zone if not used within the limited period of time.
