HomeMy WebLinkAbout112574 Min INCITES of PLANNING COMMISSION of NOVEMBER 25r 1974 The meeting was called to order by Chairman Deits, Commissioners present: Befits, Lester, wo j t, Johnson, Lefler, Loomis, Randy Tyler, City Planning Consultant was also present. The minutes were read and corrected. Chairman Harry' efts has submitted his resignation from the Commission, effective December 31, 1974 . In a letter to this effect, addressed to Mayor Steve, he also suggested a list of possible candidates to serve on the Commission, Since MaxLoomis ' term also expires on that date, two openings need to be filled. A request was received from Mr, & firs, Jack T. Frost, 1253 Umatilla, for a renewal of a Conditional Use Permit for property known as the Furlong House, to buy and sell antiques and collectibles. It is believed this property has been sola. on a motion by Robert Johnson, seconded by Fred Lester, it was voted unanimously to defer this until the next regular meeting of the Commission. Efforts will be made to throw more light on the question of a possible new proprietor. A scheduled public hearing was held on the rezoning of property located t the northwest corner of San Juan and Discovery Bay Road, known as the San Juan Grocery. No possibly interested persons appeared in the audience. After discussion, on a motion by Robert Johnson, seconded by Kay woj t, it was voted unanimously to recommend to the City Council that the subject property be rezoned from -1 to -1. The next scheduled public hearing was on the rezoning of an area located at: a '300 ft, strip following the North line of the State Highway, from the power line right of war to the American Legion Park and 300 ft. strip following the South line of the State Highway, from the power line right of way to Glen Cove Road. from R-1A to C-I I . Included at this site is two acres owned by Fred St pf, who has requested a rezone that would permit him to build either a mini-storage facility or a motel. The hearing was taped. The audience primarily consisted of people who were apposed to the rezone. Those who were hear in opposition were Al owyen, Harriett Goss, Frank Killari , Torn Foley, Neil Slater, Terry Sommers, Mr., Hewett. Mainly, they felt the esthetic value of Sims Way, an important approach to port Townsend, should be protected. They also opposed strip zoning, traffic and parking problems. It was suggested certain requirements should--be set up before building permits aro issued, so than commercial areas do not become eyesores. Such requirements could include traffic patterns, access, parking, landscaping, by mutual agreement. Complaints were also heard that three letters addressed to the Commission in care of Del Graham had not been acknowledged to their satisfaction. These letters were from Frank Killam, George Geiser, and Tom Foley, who were all opposed to the rezone , Randy Tyler entered into the discussion . He felt than, in addition to the rights of a property owner, consideration should also be given to the rights and welfare of the total community, t preserve esthetic values and to prevent eyesores and traffic congestion. a MINUTES OF 11-25-74 'AGE TWO Fred Lester and Kay woj t wish to go on record as being in favor of asking for an Environmental. Impact Statement on the Stapf hearing, A oti �ron was made by Fred Lester, seconded by Lee Lefler, that the designated area on Sims way be rezoned from R-IA t -II . on a vote of no and 1 yes, this motion was turned down. City Engineer, Roger French, submitted a request that the following be rezoned from -I to C-II: Beginning at the intersection of the westerly right-of-way line of Monroe Street and the northerly boundary of the P--1 zone, hence south to the outer harbor line; hence westerly along the outer harbor line to the easterly right-of-way line of Scott Street extended; hence northerly along the easterly right-of-way lime of Scott street to the northerly boundary of the P-I zone; hence easterly along the P-I zone boundary to point, of beginning. The purpose of the request is for the proper enforcement of the zoning ordinance. Robert Johnson made a motion, seconded by Fred Lester, that a public hearing on this be set for December 30 , 1974 , at 8 PM. VOTE: yes 6 no 0 On a motion by Fred Lester, seconded by Robert Johnson, the request of Robert E . DeWease, 1919 Lawrence Street for a Conditional Use Permit to sell used and rare books on the property, was tabled until the next meeting. VOTE: yes 6 no 0 Two requests for street vacations were also tabled until the next meeting, Dec. 9. , as follows: Request from Stepehn T, Smith, Ray H.' and Patricia A. Allen, and Darrell E, and Florence L. Johnson to vacate "that portion of Grant Street lying between 19th and 20th Streets" . Request from L. Neil and Nancy Jean slater, proprietors of Sea Breeze Mobile Homes Park, to vacate "that portion of Seventh Street lying between Hendricks and Sherman streets. The motion for tabling these was made by Fred Lester, seconded by K, Wojt. VOTE: yes 6 no Fred Lester suggested the Commission set up guidelines to follow in the election of new officers . He felt a new chairman should be elected every year and, in addition to a vice chairman, a treasurer is also needed. He formulated this into a motion, seconded by Kay wo j t. I was unanimously adopted. An election of new officers will be held at the regular meeting January 27, 1975 . F. Lester will be chairman pro tern.
