HomeMy WebLinkAbout032574 Min MINUTES of PORT TOWNSEND PLANNING COMMISSION of I A C s 25, 1974 The Meeting was called to order by Chairman Miner. All Commissioners were present. The minutes were read and corrected. The Trails Symposium in Wenatchee March 29- 1 will be attended by Kay Miner and Kay woj t. A letter from the Jefferson County Historical Society was read, stating they are opposed to the vacation of streets with view sites. A letter was received from Mayor Steve, requesting the Port 'Townsend Planning Commission to hold two meetings per month, which he feels is necessary at the present time to accomplish the work at hard. After discussion, the Commissioners voted to implement the Mayor l s request, as follows: _ On a motion by Marry Deits, seconded by Kay Wojt, it was voted unanimously to notify the Mayor that special meetings will be held for planning purposes and request that street vacations, variances, conditional use permits , and other matters the Council normally refers to the Commission, be referred to them directly without formal action by the Council. In addition, by unanimous vote, Chairman Miner was empowered to schedule Planning Commission hearings directly, without a meeting of the Planning Commission. On a moti i 1 MARCH 25, 1974 Page Two There was a scheduled public hearing on a request from W. R, Swanson and Victor Coster that property located at the Eisenbeis Addition, Blocks 276 and 277 be rezoned for commercial use. The hearing was taped. A Petition was submitted to the Commissioners from residents of that area in protest to the rezone . Members of the audience who spoke against the rezone were Bill Bennett and John Newsome , They favored keeping the area residential and objected to possible noise from a proposed repair business. They also felt that once the property is rezoned there is no guarantee of what type of business might be located there in the future . Mr. Swanson brought a sketch showing his plan; he stated 32 feet were set aside for a green welt. Lengthy discussion followed. On a motion by Fred Lester, seconded by Ed May. it was voted to recommend to the City Council a rezone of the north half of Block 277, mots 1, 2171 8for commercial use . Another motion was then rade by Max Loomis, seconded by Harry Beits to add lots 7 and f Block 276 to the commercial zone . The votes on both motions were YES 3 NO 3. Chairman liner broke both ties with a "Yes" Grote, making the final NOTE: gyros 4 no 3 . The Commissioners also wish to direct the city Council' s attention to the provisions in the ordinance for green belt requirements where commercial zones abut residential zones. The public hearing on a request for a rezone by Jack Hensel to allow construction of a duplex in the Cherry Park area was post- poned and will be heard at the next meeting to be held on Monday, April 15, 1974 .
