The meeting was called to order by Chairman Miner,, The minutes were read and approved,, New Business The Washington office of Community Development is holding a workshop on mobile hone planning in Silverton on November 30, 1973. On November 27, a public hearing is being held at the County Courthouse regarding County Zoning. The Chairman read a letter from the Book Publishing Co. regarding availability of subscriptions to published decisions rendered by the Shoreline Hearing Board. The 1974 tentative Budget Message from the mayor was discussed,, Chairman Miner read a proposed amendment to Section 3.03 of the Ordinance, as follows: 3. TABLE OF PERMITTED USES Shall be deemed amended to permit the following in all zones as a conditional use Art and handicraft production and reproduction conducted entirely in primary dwelling and accessory buildings otherwise conforming to residential zone criteria, provided that not more than one person not resident on the premises is employed and that not more than 25 percent of the total floor area of the dwelling unit, nor more than loo percent of the total floor area of the accessory buildings is devoted to such use, and further providing that there is no exterior advertising and no retail sale on the premises. After lengthy discussion, on a motion by Ed May, seconded by Kay Vojt, it was voted to recommend this amendment to the City Council. Included in this motion was the following recommendation We feel a $25 fee should not be required for such conditional use unless a public hearing is deemed necessary. i VOTE: yes 4 no 2 There followed two public hearings which at times overlapped. These were taped. Heard first was Alleniana Design, requesting an amendment to the ordinance permitting art and handicrafts production as a conditional use in any zone , Members of the audience were heard, including Mrs. Osborne, Claude Boland, Elizabeth forth, and David Hero. Following discussion, a motion was made by Harry Deits, seconded by Ed May, to recommend to the City Council: In the event Alleniana Design requests a conditional use permit for silk screen manufacture, e reconanend its passage.
