All Commissioners were present,
The meeting was called to order by Chairman Kay Miner . The minutes were
read and approved as read.
Chairman Miner gave information regarding a Conference of the Planning
Association of Washington in Kelso-Longview, for those who wish to attend.
An item to be included in next year' s budget is a request for the services
of the County Planner three days per month .
Three - letters were read with regard to implied charges against Mr, James
Myers, a Postal employee who was present at this meeting., A letter from
Patricia J. Pedersen, City Clerk to Mr. Richard Castfield, Postmaster, a
letter from Mr. Myers to Mayor Joe Steve, and a letter from Mr. Myers to
Chairman Kay Miner and the Planning Commission.

An application was read requesting a Conditional. Use Permit for property
located at 1253 Umatilla Avenue, ]mown ars Furlong House . Application was
made by Mr. and Mrs . Jack Frost. The City Council has set a hearing date
for October , 1973. After discussion, the following motion was grade by
Robert Johnson and seconded by Kay Wojt: To return application to City
Council without recommendation, noting than the ordinance has been amended
to include antiques as a Conditional. Use and that this request does beyond
that and covers items which we would not recommend ars applicable under the
present Zoning Ordinance .
VOTE; yes 6 no 0
A motion was made by Ed May, seconded by Robert Johnson, requesting that
the Chir Council define the term "antique" in the new Zoning ordinance

The City Council has set a hearing for October 16 , 1973, on the David Hero
request for a Conditional Use Permit for property located at the Woolman
School, 933 Tyler . After discussion, a motion was made by Max Loomis and
seconded by Ed May that the application be returned to the City Council
without a recommendation for a Conditional Use Permit, as it is felt this
requires a Rezone or an Amendment to the Ordinance .
VOTE: yes 6 no
Mrs. Albert Ar ell was present with regard to an Application for a Variance
on property located at 912 Tyler street, for the purpose of converting
rooms of the house into retail. stalls . After discussion, Mrs. A ell agreed
to change the application from a Variance to a Rezone, on a motion by Kay
Miner, seconded by Kay Wojt, it was recommended that a public hearing be set
for October 29, 1973.
VOTE: yes 6 no 0
The City Council has set a hearing for October 16 , 1973, on the request for
an Alley Vacation between Kuhn & Haines Streets south of 19th Street in the
Eisenbeis Addition. Petitioners are Mr, and Mrs, John Murray and Mr. and
Mrs , James Blankenship. A motion by Fred Lester, seconded by Marry Deits,
September 2 , 1973
was made, recommending the Alley Vacation as requested, reserving the
usual utility easements.
VOTE: yes 6 no
A Petition for Alley vacation of Block 33, Railroad Addition was read.
Requested by Janes, Michael, and Carl DeLeo, d/b/a DeLeo Brothers. A
motion was made by Harry Deits, seconded by Robert Johnson, recommending
the Alley Vacation as requested, reserving the usual utility easements.
The Sims Way recommendation ways passed by the City Council, who approved
an Amendment to the Ordinance.
Kay Miner reported on his conference with Glenn Abraham regarding the
Density Zoning Plan. Discussion followed.
