The minutes of the previous meetigg were read and approved.
Correspondence was read concerning the progress reports on the 701
program ffom Clark,Coleman & Rupeiks for the months of Manch and April
and letters regarding Building and Fire Codei3e A o ttee consisting
of the Fire Chief, City and County Engineers, Mr. Lindquist, Mr.
brham and fir. Copps have been appointed to study fire codes and figure
out how ars inspector is to be paid and to present their findings to the
City Couneil..
Gail Stuart made the motion seconded by Mary Tohnson that the Planning
Commission go on record as being in favor of a plaque for Capt,.

Mary Tohnson reported on the State Arts Commission meeting which was
held at her hone April 7th and stated they are still working on the
consideration of Ft. 'soden for a State Park.
Charles Wallen, who has been elected chairman of the Historical. Restoration
and Preservation Commission, stated that leeways should be made in
Future ordinances passed not to obstruct saving our old buildings and
that his committee will do the best job they can to further this
development.
Bob Clark reported that they were now working on Commercial Floor
Analysis and merchant questionaires and that a parking survey was taken
of the downtown area. Gus Lindquist who o.rked on the parking survey
showed detailed maps mare by Clark Coleman of the area in question.
Charles Walley questioned the costs listed on the Progress Report and
asked for an explanation. Bob Clark of the consulting firm of Clark
Coleman & Rupeiks, stated that oherges made are two to three times the
actual salaries to cover the overhead of gent lights, heat, etc. and
that his firm goes by the national average -ich is okayed by the st ` e
and federal governm6nt and the professional society. He stated that
there are three catagories of personnel as follows : Responsible
Professionals a $17.00 an hour are those people with Fasters Degrees
and at least eight years experience; Intermediate Professionals at
612.50 an hour are people who are graduate planners and engineers but
o not have 8 years of responsible experience plus their masters degree;
and the Technical and secretarial help at $8.00 an hour.
Marylou Green explained the financing of the plan to the audience and
stated that the 701 program is on a 2 to 1 bavis with the Federal Govt.
paying two thirds of the cost and the local cost is part money and part
contributed services of local personnel and that the whole plan must be
approved by the State and that a Professional planning Consultant must
be of ore the program mill be approved
by the Govt.
