ENING CMSSIN SPECIAL MEETING March 25 1964
meeting was held March 25th at the Fort. Those present were:
Mr. Robert Clark of Clark,%olman & R pecks r. Copps, Mr. Stuart,
lr. indcuist , lair. Lester, Mr. Lindsey and Mayor Sullivan.
Due to the absence of Acting Chairman Mrs. Green, Mro Lindquist called
the meeting to order. The minutes of the last meeting were read and
approved.
Mr. Clark gave a talk on the steps to be taken to qualify for the 701
program. He explained that local money.,and services would be matched
by the govt. on a 2 to 1. basis. Time spent on the project by the
Citypla rk, Engineer eto, can be charged against the total amount.
Mr. Clark stated that applications from the city usually take two t
three weeks to leave Olympia - then applications go to San Francisco
for an average stay of 2 months and then it goes to Washington D.C.
and stays two or three weeks . When the applications are finally
approved, the city is notified by the State Senators, It is not
legal for a Planning Consultant t start work until approval is received
from Washington D. ,,
Mr. Clark will fill out Forms in rough draft for our approval and
get us prepared to show the City Council the total picture and what
money will be necessary f each part of the program. &s a rough
estimate and in comparison with other cities our size, the cost t
Port Townsend should be around 430,000@00 for a comprehensive plan.
There are 3 phases to accomplisla the total. plan. The 1st phase would
cost approximately $10,000.00 and take approximately 12 months t
ono plish, and would cover detailed. .reports on the Downtown and Uptown
sections and prepare a current map for the surveys. The 2nd and 3rd
phases would consist of a land use survey, commiinity fe ci li ties survey,
conditions of all structures, streets and rights of way mapped and
evaluated, sever and water systems located and a populations ane
economic study*
Mr. Clark recommended that we use 3 budget years for 2 phases and
that it would be at least 1966 before the total comprehensive program
could be finished. He stated haat the usual plan &Poes 20 years into
the future.
�. Clark also stated that the first 2 weeks of the month he and his
associates are usually out of town and they would prefer meeting with
s the 3rd or 4th week of the month,
The next meeting of the Planning Commission will be the 2nd Wednesday
of Mpyiunless a special meeting is called,
