Mayor Sullivan introduced Mra Mayo of Carey & Kramer , Seattle who has been hired by the city Council two months ago to do a survey on our sewer system with recommendations of what should be done to satisfy state requirements. y Mr. Mayo gave an informal report on several possible approaches to the sewer system problem of Port Townsend. He stated they could pump sewage from the outfalls to the end of the trunk line t North Beach and build a primary awage trey aWant there. That solution v ulsatisfy state requirements if sduxapd into tide water which it would be at North Beach, He stated that a primary sewage dant is good neighbor % ofthe time and other communities have not objected, The estimate for a primary treatment plant would be around a million dollars but about 36% would be paid for by the federalg over agent and the balance of financing could be done by a 25 year bona issue and paid off in 16 years thru a sa vice charge approximately 4.10 monthly per teach house on the serer line Another possibility which will be studied in the surveytreatment lagoon, ' g his also would have t empty near the end f the trunk line, o acre lagoon would be required for Pt. `ownsend. The advantages of a lagoon are that it provides secondary treatment , is cheaper to build and requires little maintenance. That is a good idea if land is plentiful and chem but usually brings more objections from neighbors. Mr. Albert Folmee who owns property at North Beach objected to the idea f a treatment lagoon in the Forth Beach area and stated he would never sell his land for such a purpose. Jean Bradley Secretary.
