Opening Business Chaiman Floyd called the meeting to order at 7:3Q P.M. Members present were John Floyd, Larry Denni"'son, Wanda Black, Jim Campbell, 4 Julie Mc Culloch, Jean Ca�nfield� Bi1]. Henderson, and City �ngi.neer Roger French. Jean Camfield moved that the minutes be approved as written, Derry nnison seconded the motion and i*t passed unanimously. Public Hearings were set for January 28, 19&2 for Application Na. 1081-01� Short Subdivision for Jeff Ware., and Kah Tai Care Center rezone from P-1- R1%010 II. AI]Ley serves no purpose and the lots are too smll to build an Wl*th the alley left. He stated according to the records the rest of alley, though built on, has not been vacated, After a discussion, Jim Campbell moved that this comm'ssion -recu, nds approval of Application Number 1�.8i-43., Alley vacation, as well as the rest of alley in block $0, as it meets the criteria set forth in City Ordinance x.802, Section 5.20, items 2.3,4, & 5t and the DeparGment Beads agreed the alley eras no value to the city. Jean Camf ield seconded the moti and it passed unan ously. III. Applicat ion for Glassif icat ion as Open Space John J. Su ow, Jr. Trust Timberland The comussion discussed whether this class 3.fication would be beneficial to all the c itizens of the city or whether it would set up a P cident that would lead to an added tax burden on the rest of the property owners waithin the city as has happened in Whitman County. Since applicant was not present to supply the information needed and until such i*nfotion fLs received, Bzll Henderson moved to table the application. Jim Campbell seconded the motion and it passed unan�.mously. Larry Dennison stated he would get ai.n touch with the appli'Lcant,, explain the circumstances for the tabbing. • N. Proposed Change to the Setback Requirements Executive Request for accessory buildings. Mr. French stated because of fire code he required 10 feet of clearance between buildings and a minimum of 5 feet from the prope rty line but bT what is written in the city ordinance, he really does ot legally have he authority. • After discussion Larry Dennison moved that this co=ssion recommends to the City Council that there be a change to the Ct'ty Ordinance 1625 with the addition of Secti,on13whch shall read "and that all buildings shall be a minimum of 5 feet from side and re ar property line and 10 feet from any AL building on the same or adjacent property. Jean Cornfield seconded the motion and it passed unanimously. V. Proposal of Ways to Protect the City I s bluffs. At workshop meetimg the members proposed ways that wou:Ld protect bluffs and OF-send a the recommendations t o the Council. 1. Keep water off of them. Clark and Associates have been hired to make a storm drainage study. Advise the Couneil to instruct the contractors to dive priority to determining what storm drainage measures required to reduce the flow of water over the bluff. 2. Truck route should be prohibited along lalashington Street. 3,p A possibility of water diversion system farther Uphl"11. 4. Designation of critical areas along the b1uff. A committee within the commission would study problem of bluff deterioration. VT. Adj oul I Uaent • Chairman Floyd adjourned the meeting at 10:00 P.M.
