Opening Business Chairman Floyd called the meeting to order at 7:30 P.PI. Members- present were Sean Camf1eldt Larry Dennison Bi}1 liendernon, Ji a Campbell,, Jull"e McCulloch, Wanda Black, and John Floyd. City 13Ri eer Roger French was also present. Miscellaneous Chairman Floyd asked the secretary to pmt notices in the Port Townsend ?reader to give notice that the November ted December meeti".t� would be held on the 19th and 37th instead of the regular sched-ule because of the holidays. The secretary was also instructed to past notices for a public -hearing for an app�.i.cat�.an far a Current Use Tax Assessaent which would be treated like a change to the Comprehensive Plan. This is to he heard at the November 19,, 1981 meeting. V. ADD1ication Number 1Q81-02 Darrell E. V rob s plan- was vague and the c s si on had many questions that could not be answered without a well thought out plan. Mr. Henderson suggested asking the app:Licant t o submit an access plan. Larry 11�;nnison moved to table this Street Vacation Application until. an access plan i*s submitted and reviewed with the Department heads and recommend to the Council that they table the application also until it can be submitted. Bi7.1 Henderson seconded the motion and it passed unanimously. VII0 Petition to Impose 75 Foot Setback From Bluff Edge between Van Buren and Benton Streets. 0 The Commission requested that Bob De Wolfe undertake the study of this bluff area and this type of area in particular. At this meeting, Mr. DeWo e presented•th�:s Bluff-Slope Stability Study. Mr. DeW101fe gave a slide presentation show:*L the different- state of the bluffs in the city. He stated that the natural angle of erosion repose was 1t5 degree. Water is the major enema of the erosion of the bluffs,,he pointed out. Mrs. Cotton asked JLf proper drainage of the street above the bluff would el:L0minate the problem. Mr. DeWolfe stated I*t mould help,, but was only part of the answer. Ropy Be strom read a ].atter from a Mrs. Renell stating she was x.n favor of the setback. Mr. George Cotton stated that rock rolling down the buff caused more harm than building on tap of the bluff. Mr. Delio:Lfe stated building on top of the bluff contributes to the problem. Roy Be str stated his opinion in favor of the petiot3*.cn. He stated that building on top of the bluff softens it, causing damage like the kind Magnolia Bluff experienced-b in Seattle. Mrs. Hayden stated that the city needed to take a storm drainage study giving also the -hazardous bluff locations. A. Dixie Fide stated that 75 foot restriction would restrict property owners from selling or building an their bluff front lots. A memorandum was proposed to send to the Council stating that the revised COMSIAPrehengive Plan include a specific def a.na.tion to erosion as hazard areas. Council could resolve that any permits issued be 'sites specific" and have storm drainage study.
