• Chairman Smith called the meeting to order. Members present: Smith,
Marsh, Campbell., Dudley,, Schmitz, Scott. A letter of resignation
was received from Olen Sonny Rice. Also present.: City Council
members Wilson and Smith.
Since the City Council passed Street Vacation Or,djLnance No. 1802 ,
the Planning Commi" ssion took from table all street vacation appli-
cations held on file.
APPLICATION ND. 7804-02 - James R. Lockard

Variance request to bui' ld an addi' ti'on to appli' cant' s homy; this
addition would come within 15h feet of rear boundary. The request
was tabled for lack of information and the absence of Mr. Lockard.

Request to vacate west U Street between McNeil and Haines and
between Haines and Pettygrove. Marsh/Schmitz moved to recommend
to the City Council the request be approved because it complies
with Items 2 through b, Section 5 .20 of Ordinance No. 1802, with
the sti'pulati'on that utility easement be retained.

PUBLIC HEARING. Request to rezone from P-I to C-II property
located at Railroad Subdivision, Blocks 36 and 70 (north of High-
way) , all lots Section IJ., 30 N. Range 1W. So that there might
not be a conflict of interest, Commissioner Marsh vacated his
position on the Planning Commission for this public hearing.

a group of citizens opposed to the rezone (2) Robert and Kristine
DeWeese opposed to the rezone (3) Stephen and Jeneen Hayden,
opposed to the rezone.
MEMBERS OF AUDIENCE HEARD:
Stephen Hayden, opposed: Stated this is the only P-I land in Port
Townsend not already a park, cemetary, etc. City should endeavor
to buy the land from Mr,. Short.
(It was affirmed at this point that that portion of Block 7 which
iis on the trangle is not part of this application; it was withdrawn. )
Mrs. Hayden, opposed: doesn' t approve rezone for a bank, thinks
commercial area should all be downtown and lagoon area should be a
park,.
Mr. DeWeese who resides in the vicinity, opposed: an apartment
area, where more apartments will probably go in,, this will create
a greater traffic problem. Residents of that locale do not have
a park.
Mr. Herb Rich, in favor of rezone: lives at Edgewater Apartments,
a savings and loan office near there is a good neighbor. Thinks
proposed use of this land would enhance the area.
• Mr. Short stated he purchased the land i',n 1959 and had 21'.t filled in
with the intention of building on it; it had been a swamp. In
April, 1958 he took out a building permit with the intent of
putting in an office building. Illness forestalled his plans.
Frank Smith, Sr. provided i nformative and interesting info ati'on,,
having been one of the group of citizens who worked on the City
Comprehensive Plan from 1965, until its adoption, in 1968. It
was thought then the residential area would expand to the west and
southwest, and there'd be no major commercial distract in those
directions The commercial area would be the present downtown area.
A manufacturi*ng area was needed; one had already been started at
the Boat Haven. It was felt the only way for future commercial
growth would be into the flat lagoon area.
The Commission found that it had not received a copy of the
negati*ve Environmental Impact Statement pertaining to this appli-
cation. A motion to table No. 149 was aborted when Councilman
Wilson offered to go to his shop and bring back his copy of this
Statement. The meeting was recessed, on motion by Dudley/Schmitz .

. Whereas, this rezone request iOs in compliance with the goals and
policies of the City Comprehensive Plan, and; whereas, this rezone
request is in the public interest, and; whereas, a Final Declaration
of Non-Signi,ficance has been issued pursuant to the City Ordinance
No. 1759 and R.C.W. 43.21C, and; whereas, a public hearing was held
April 27, 1978, now, therefore, be it resolved that the Planning
Commission recommends to the City Council that application number
149, a request for rezone from P-I to C-II be approved subject to
the following conditions:
1. That access be only on Kearney .
2. The City Comprehensive Plan be revised or changed for that
portion of Block 36, Section 1.1, 30 N Range 1W.
