Chairman Smith cabled the meeting to order. Members present:
Smith,, Marsh, Campbell, Dudley. Members absent: Scott, Schmidt,

Race. The minutes of February 23 were approved as mailed. June
Scott was reappointed to the Planning Commission, replacing Kay
Wilson.
APPLICATION N0. 149 - William L. Short, Jr.
1I58 Van Ness
By City Council action, Applicati*on 149 to rezone a portion of
the Railroad Subdivision was returned to the Planning Commission
with a request I* t be processed in accordance wieth the rules and
regulations of the zoning process. A public hearing was set for
April 27, the next regular meeting.
APPLICATION N0. 7803-01 - Alice Boggs
1803 Rose St.
Request to vacate R Street, from Rose St. to Cherry St. Marsh/
Dudley moved request be tabled until the Street Vacation Ordinance
is adopted. VOTE: yes 4 no 0 {Chairman Smith voted to make
quorum.}
DRAFT OF PROPOSED STREET VACATION ORDINANCE
Discussed at March 2 Workshop; no action taken at that time due
• to lack of quorum. Copies of the draft Ordinance were sent to
City officials by David Goldsmith, Contract Planner, for their
review prior to City Council action. Marsh/Campbell moved to
recommend to the City Council passage of this draft Ordinance on
Street Vacations. VOTE: yes 4 no 4 {Chairman Smith voted to
make quorum. )
Attorney Thomas Malhan, invited to the meeting by Mr. Goldsmith
at the request of the Commission, spoke on the topic "relation-
ship between the Zoning Ordinance and the Comprehensive Plan" .
Some of the points brought out;
1) The Comprehensive Plan sets up the ability to implement
the Zoning Ordinance. The Zoning Ordinance should be based
on the Comprehensive Plan. The Comprehensive Plan, as well
as the Zoning Ordinance could be amended.
2) The Courts don't seem to care that much about what i6s done,
as long as proper procedures are adhered to, such as appearance
of fairness doctrine, etc.
3) Spot Zoning: Size of parcel not the big issue. Generally,
what should be considered i* s use of the surrounding area.
Spot Zoning could be defined as arbitrary and unreasonable
zoning action specifically for use different from and inconsistent
With the surrounding area. As long a s density requirements
are met, a duplex in R-I would not seem to be arbitrary and
• unreasonable zoning.

• DISCUSSION OF UPCOMING COMPREHENSIVE PLAN REVISIONS (conducted
by D. Goldsmith, Contract Planner)
1} By use of a map, Mr. Goldsmith showed a proposed division
of the City into seven Neighborhood Planning Areas, such as
Uptown, North Beach, Morgan Hill, etc. A survey of each neighbor-
hood could be conducted to provide citizen input on density, use
for their particular area, etc. There could possibly be a
different density and use for each of the seven neighborhoods.
2) On April L3, the City Planning Commission will hold a
Workshop on proposed Comprehensive Plan Revisions. There will
be an article in The Leader encouraging citizens to attend.
Handouts pertinent to Comprehensive Plan Revisions will be
distributed at the Workshop. The Commissioners will receive
data prior to the April 13 meeting.
3) A city-wide survey is contemplated. Mr. Goldsmith would
like input from the Commission on questions to includes i*,n the
survey.
AN ASSORTMENT OF DATA PROVIDED BY MR. GOLDSMITH ON VARIOUS
SUBJECTS:
1) Yakima idea: Put up signs worded this area to be rezoned" .
2) Booklet Commission might want to purchase: Zoning Bulletin
with Appellate Court decision re land use.
3} Article from Seattle Times re land use changes and what the
trend is .
4) Article from Feb. 1978 issue of Pacific Search, entitled
"Compromise at Grays Harbor" .
The appointment of a new Commissioner has been delayed because
a letter of resignation from Olen Sonny Rice has not yet been
forthcoming. Commissioner Marsh will endeavor to obtai'n same.
The meeting was adjourned. Workshop April 13; next regular
meeting April 27.
