The minutes of January 5, 1978 , were corrected. Si nce the election of officers for 1978 was set for later,.,-Aign the meeting, Wilson/Schmitz moved that last year's officers'serve pro tem until then. DeWeese Request to rezone from R-III to R-I property located at "that portion of Estate Addition from Gaines St. to Walker St. , and from Lawrence St. to Garfield" ; Blocks 176 , 177, ].79 and 1,.53 acres referred to as Tax 1 i"n Estate Addition. Reason for application: objection to proposed construction of apartment building . A letter received from the above-named applicants was read, they wish to withdraw the Application. Since there were several options for disposing of this request,, a discussion of them followed. Campbell/Wilson moved the Application be tabled until the next meeting on February 23 , 1978, so the Chairman can obtain the advice of City Attorney, Glenn Abraham. VOTE : yes 5 no 0 • During the discussion, Mr. Massey' , a member of the audience and a property owner a*,n the locale wished to be heard since he may not be able to attend the February 23 meeti'ng. He favors the present zoning; opposes the rezone . Fie agreed to write his views in a letter to the Commission, which w2"11 be read when the hearing reopens on Feb. 23. The Commi* ssioners and Roger French, City Engineer, engaged in a short discussion of the new maps which have been provided to them. Dave Goldsmith, City Planner, will be working with the City Planning Commission for the next year. He outlined some of the areas on which he will be working. On Saturday, February 11, 1978, 9 : 30 am to 3:00 pm there will be a seminar at Ford Worden State Park on "A Short Course in Local Planning" . Indications are that most of the Commissioners will attend. Each Commissioner received an envelope containing the following: 1. Sample Procedures for Planning Commission Recommendations to City Council . 2 . Appendix - 1, 1935 Planning Enabling Act, Ch. 35 .63 RCW, as amended. 3. A brochure entitled "Mister Chairman:" , a parliamentary proce- dure booklet. 4 . Appendix - 23, "Ten Commandments for a P lanning CommissionEr" . • MEETING OF JANUARY 26, 1978 PAGE TWO • 5. Booklet entitled "The Language of Planning: A Lay Glossary of Selected Land Use Planning and Zoni'ng Words and Phrases" from the Office of Community Development, Washington State . 6. A Short Course on Local Planning presented by Planning Assoc. of Washington. It was suggested the secretary stamp each of the above items "PLANNING COMMISSION PROPERTY LIST" . Mr. Goldsmith explained or commented upon each of the above items . SinSindthe Master Street Vacation Plan Will be quite a time- consumi.ng effort, Mr. Goldsmith suggested he provide the Comni* ssion with some policies and cri' teri' a on street vacations to enable them to act upon the presently tabled appli' cati' ons. He would later work out a Street Vacation Plan. The Commission feels the Plan 1"S greatly needed at this time, but agreed that updating the City Zoning Ordinance and Comprehensive Plan should take priority.ority . ELECTION OF OFFICERS FOR 1978 K. Wilson, of the Steering Committee, read a list of nominations, as follows: CHAIRMAN: Frank Smith, Jr. VICE CHAIRMAN Jim Campbell TREASURER Steven Schmitz • Since there were no further nominations, Wilson/Dudley moved the nominations be closed. VOTE: yes 5 no 0 Wl"lson/Smth moved the officers nomi inated by the Steering Committee be unanimously elected. VOTE: yes 5 no 0 K. Wilson' s resignation from the Commission becomes effective February 1, 1978 . Both she and Chairman Marsh heard words of commendation and appreciation for their hard work and positive input 0 into this Commission. In discussing length of terns of Commission members it was strongly felt that only two terms should expi' re in the same year.. Mrs. Wilson expressed the hope the Commission would provide the Mayor with their recommendations of persons to sit on the Commission. It was also suggested that interested citizens who wish to be on the commission should be encouraged to send iinther apP1ications.
