Voice Chairperson K. Wilson called the meeting to order. Members
present: Smith, Campbell, Wi" ghtman, Rice, Wilson. The minutes of
June 30 and July 14 were approved.
On a motion by Wi* ghtman/Campbell it was voted unanimously not to
hold a regular meeting in August. Next regular meeting of the
Commission will be September 29 .
APPLICATION NO. 137 - Augusts Ozols
P a 0. Box 116
Taken from table. Rezone request for property located at Tx. 146,
Section 2, Township 30 N, Range 1W; cross at "F" Street, from R-I
to R-II, for the purpose of building a four-plex. Mr. Ozols was
present and discussed the request with the Co i* ssion. Since this
would constitute spot zoning, Mr. Ozols wi" 11 endeavor to contact

surrounding property owners who might agree to a rezone of their
property from R-I to R-II, thus creating a larger area dor rezone.
If successful, he Weill reapply under Application No. 137B, to be
submitted by September 15, so that a public hearing may be held
on September 29 .
Si nce it was determined Mr. Ozols should not have to pay the $25
• fee for a new application, Campbell/Wj'Lghtman moved the fee be paid
from the Planning Commission budget. VOTE: yes 4 no 0
APPLICATION N0. 149 - William L. Short, Jr.
1I58 Van Ness
PUBLIC HEARING. Request to rezone from P-I to C-II property
located at Railroad Subdivision, Blocks 36 and 70 (north of Highway) ,
all lots Section 11, 30 N. Range IW. No one appeared who was imn
Favor of the rezone, including Mr. Short. Opposing the request
were Mr. and Mrs. Steve Hayden who felt there should be no rezone
until there i* s an overall plan for the lagoon area. An Envi*ron�
checklist was not received by the Commission. Mr. Short's
property is adjacent to the Port property now in a stage of PUD.
wl" ghtman/Campbell moved the request be tabled untel the Sept. 29
meeting and more information is forthcoming. Further action will
hinge upon the Port PUD in progress and State Highway plans for
the area in question. The secretary was instructed to write a
letter to Mr. Short, asking if he would consider contacting the
Port Manager lqn order to coordinate his plans with the Port PUD.
VOTE: yes 4 no 0
SHORT PLAT ORDINANCE. The City Attorney is in the process of
reviewing a rough draft of this Ordinance. The Commission would
like Chairman Marsh to set a public hearing on this if it is
• ready prior to Sept. 29 .
MINUTES OF JULY 28, 1977
• K. Wilson resigned as Chairperson of the Steering Committee due to
other commitments; she will remain as a member of the Committee.
Frank Smith, Jr. was appointed new Chairman.
A multitude of topics was touched upon,, including:
Some Planning ideas from the Bremerton area.
A part time Planner for the City Panning Commission.
Formation of a Citizen Planning Committee.
Current endeavors of the Steering Committee.
The Steering Commiettee plans to meet August 4, at 7: 30 P. M. On
August 11, a Workshop Session is scheduled.
The meeting was adjourned.
