Chairman harsh called the meeting to order. All members were present
except Mrs . Yandell. The minutes of March 28 were approved.
At their next workshop meeting on May 12, the Commission will discuss
the short plat ordinance, which they reeled in rough fora. Smith/
ightman moved a public hearing on this ordinance be set for the
next regular meeting, May 2 . VOTE : yes 5 no 0
Another subject slated for future workshop discussion is the proposed
subdivision on San Tuan to provide Mr, Fisher with guidelines to follow.
Application No. 137 remains tabled, as no further information has been
received to date.
APPLICATION NO, 1 - Albert & Pauline Anel l

Request for rezone from R-IA to -Ill of property located at Umatilla
and Landes, Littlefield subdivision, Block 5, Lots 1-8 , Section 3,
Township T30 , Range 1W. Purpose of rezone: apartment building with
15-20 units. Mr. and Mrs. Aamel l attended the meeting and discussed
the request with the Commission. Filson/ ightr an roved to set a public
hearing for May 26. VOTE: yes 5 no
APPLICATION NO. 142 - Theodore F . Belgard
739 Taylor Street
Request for setback variance on new industrial office building at
Washington and Thayer Streets. Parking was also discussed with Mr.
Belgard. Smith/Nilson moved this be tabled as Mr. Belgard will revise
his request, VOTE: yes 4 no 1
APPLICATION NO. 139 - Anthony E , Stroeder
1730 Hili Street
PUBLIC HEARING, Request st to rezone property facing Sheridan Avenue
between 7th, 8th, 9th, and Grant Street, Eisenbeis Addition, Blocks
1 and 209 , Lots 1 thru 8. from R-I I to R-III . Proposed use
multiple-family, professional offices and clinic. The hearing was
taped, Mr, S troeder was not present. Several adjacent property
owners were heard; primary objections were this would change the
character of the area and also block their view. Smith/Wilson moved
to recommend to the City Council the application be denied, as it
still constitutes spot zoning and does not conform with the intent
of the Comprehensive Plan; also, it is objectionable to surrounding
property owners . VOTE: yes 5 no 0
APPLICATION NO. 141 - Mobile Homes
PUBLIC HEARING. Proposal is to allow mobile homes in certain areas
of Pont Townsend, as follows: "an area bounded by Discovery Road to
San Juan, 49th to Cook Avenue, to the City Limits" . The hearing was
taped. Objecting members of the audience far outnumbered those in
favor of this proposal. Those in favor were interested in low cost
housing they could afford. Primary objections to the proposal were

(1) not compatible with the town hardship on local builders,
which would contribute to unemployment 3 would lower property values
(4) the Courts will eventually decide the issue anyway. Smith/
Campbell roved to recommend to the City Council the proposal be
denied for the following reasons
(1) We have been advised by City Attorney Glenn Abraham that our
existing ordinance controlling mobile homes is effective and enforce-
able.
(2) There aro many legal cases pending before the Courts at this time
and we should wait and see what the Courts decide in this matter.
(3) There is doubt that allowance of mobile homes in any area within
the City is needed due to existing and pending mobile home parks and
development under existing Ordinance, VOTE: yes 5 no 0
APPLICATION . 143 - James D, Carlson
1334 Lawrence
Variance Request, Mr. Carlson would build a chiropractic clinic with
apartments upstairs . Existing structure does not meet setback
requirements; new structure would have slightly less than required
front setback. Another facet of the request which fir. Carlson discussed
with the Commission, was parking. Campbell/Smith mored to recommend
to the City Council the request be approved, as it is in keeping with
setbacks of buildings surrounding it, VOTE: yes 5 no 0
APPLICATION NO, 144 - E. J. Donlon
Point Hudson
Setback Variance for new home Mr. Donlon is planning to build.
ightman Carmpbell moved to recommend to the City Council the request
be approved as it is in keeping with other setbacks in the area.
VOTE: yes 4 no 1
APPLICATION NO, 145 - Forrest David Dill
32 Lincoln Street
Setback Variance request on proposed addition to home , Wightrman/
Wilson moved to recommend to the City Council the request be approved
because it is reasonable and consistent with present lot size an
present structure, VOTE: yes 5 no 0
APPLICATION NO, 14 -- John and Dorothy Conway

We have been advised by City Engineer Roger French this request has
been withdrawn.
