Chairman Marsh called the meeting to order. All members were present,
The minutes of November 29, 1976, and January 31, 1977, which were
mailed, were approved.

Request for alley to be vacated at 23rd & 25th, between Sheridan and
Hendricks. andel l/wilson W j t moved this be tabled until the
affidavit affixed to the application is clone over, as per request of

Rezone request for property located at Tx. 146, Section 2, Township
30 N, Range 1 W; cross street 'I " Street, from R-I to R--I l, for the
purpose of building a -ple . Wilson/Smith moved the application be
tabled on the basis of insufficient information to set a hearing,
It was also moved the applicant be so advised. VOTE: yes 6 no 0
The secretary was instructed to write Mr. Ozols, as follows:
1 The Commission requests he provide them with a current plat map
showing location of proposed rezone, either by rail or by
attending the next regular meeting of the Commission 3-28-77 .
i Inform applicant that under the current building code the minimum
requirement for construction of a -plex is 20, 000 square feet
of property.
The City Clerk will be requested to attach a list of surrounding
property owners (with addresses) to each application that is mailed to
the Commissioners.
Treasurer Wight an made his report on the state of the budget as of
February, 1977.
STEERING COMMITTEE REPORT
The Co unittee proposed the creation of a Current Planning Committee
to research pending applications and report their findings to the
Commission. The aim is to speed up and facilitate the processing of
applications during the regular meetings , Steering Committee Chair--
person Wilson provided the Commission with a form, "Findings of Fact
Worksheet" to be used as a guideline in gathering data pertinent to
the recommendation of an application request,

Scheduled PUBLIC HEARING on request rezone property facing Sheridan
Avenue between 8th and 9th and Grant St. ; Eisenbeis Addition, Block 209,
Lots 1 thru 8, from R-1I to R-III . Proposed use: multiple family and
clinic. The hearing was taped.
Stroeder presented his proposed plans;with the Commissioners thea
entering i discussion. Mr, Norman Ellis, property owner in the

vicinity was then heard. He stated his opposition to the rezone,
based primarily on restriction of his view.
Smith/Wilson moved to recommend to the City Council this rezone request
be denied on the grounds of 1 spot zoning 2 potential increase
in traffic in a hospital area the property could be used for any
permitted uses in an R-11I zone; not necessarily that which the
applicant stated on his application. The Planning Commission would
recommend to the applicant submission of a PUD for consideration.
VOTE: yes 6 no 0
STEERING COMMITTEE REPORT CONTINUED
Discussion continued on uses for the Findings of Fact Worksheet.
Commissioners Y ndell and Rice were appointed to the Current
Planning Committee (newly formed) and will research data using the
Worksheet.
Discussion ensued with regard to being provided with more thorough
information from the applicants when they fill out the Application
Form, R. French suggested he could look over the applications when
they are brought into the City Clerk' s office to determine if the
data they contain is both accurate and complete.
The secretary was instructed to write a letter to the City Clerk as
follows:
The Planning Commission requests that, starting with this date, all
new Applications be submitted to City Engineer Roger French. He
will check thea for accuracy and will determine if they have been
completed in a clear and concise manner and all questions have been
answered, Further, the Commission requests that in the future all
applications be seat to the members soon after they are received,
retaining the deadline previously set that applications be mailed
no later than to days prior to all scheduled meetings.
The Commission next took up the subject of interspersing mobile
homes on vacant city lots . Commissioner Wilson presented the data
she has gathered thus far on the subject. Discussion followed.
