HomeMy WebLinkAbout013177 Min MINUTES of THE PORT TOWNSEND PLANNING COMMISSION OF JANIZARY 31, 1977 Chairman Marsh called the meeting to order. All members were present. The Commission welcomed two new members, Diane Yandell and Oren Sonny Rice, Approval of the minutes of November 29, 1976, was postponed until the next meeting. Chairman Marsh read a letter from Monty McCoy, requesting a recommendation on Application No. 132 (R.E. Haggard) which will be heard tomorrow night (Feb. 1, 1977) at the City Council meeting. ELECTION OF OFFICERS A motion was made by Smith/Campbell to retain the officers who were elected last year, as follows Chairman: Charles Marsh Vice Chairperson: Kay wo j t Treasurer: Floyd i gh tman VOTE : yes 6 no 0 OLD BUSINESS - APPLICATION No, 128 Bernard B. & Kathleen Beck 1228 17th Street The application was taken from table, Street Vacation request "to vacate that portion of 17th Street lying between Sheridan Street and Grant Street (with trap. easement) " , to preserve a naturally wooded habitat and furnish a safe trail for Grant Street School. children. After discussion, Smith/Wojt moved to recommend to the City Council, the street vacation be granted and that the City maintain a permanent trail easement. Reasons : 1 would furnish safe trail for school children would preserve natural.y wooded habitat 3 present traffic pattern would be retained. VOTE: yes 5 no 1 APPLICATION No. 131 - Anthony E . Stroeder 1730 dill Street Request to rezone property facing Sheridan Avenue between 8th and 9th and Grant Street; Eisenbeis Addition, Bloch 209 , mots 1 thru 8,from R-Il t PROPOSED USE: * R-III . multiple--family and clinic , A public hearing date was set for February , 19770 APPLICATION NO, 130 - Harold DeJong 1431 Washington Street Request for Variance from setback and parking requirements; plans are to enlarge a bedroom. After discussion, Yandell/Campbell moved to recommend to the City Council the request be granted, Reasons 1 property owners on each side have made no negative co â–ºent that would lead Commission to believe- this Variance should not be granted since property has been under grandfather clause, request i -a formality, and does not show any detrimental affect to surrounding property. VOTE: yes 6 no 0 PACE TWO MINUTES OF JANUARY 31, 1977 APPLICATION NO. 132 R. E. Haggard 602 Warren, Everett WA 98201 Variance Request that roof being built on property located at 620 Water Street may exceed height limit allowed. After discussion, oft/Mandell moved to recommend to the City Council the request be approved, as proposed roof improvements do not appear to be in conflict with the latent of the Ordinance. It is further recommended, as a condition for approval, the Engineering Department studies and approves of structural details pertaining to safety and future fire fighting capabilities. VOTE: yes 5 no 0 1 abstention (F. Smith, Jr. ) APPLICATION NO, 133 - D.F. and G.I. Osborne 715 Water Street Request for Variance - lot is not of sufficient size to accommodate physical requirements for parking. After discussion, ightman/Mandell moved to recommend to the City Council the request be granted, as approval would not impair present parting problems; also, would benefit property and buildings and increase city revenues, VOTE: yes 5 no 0 1 abstention F. Smith, Jr. ) APPLICATION NO. 134 - San Juan Baptist Church P. 0. Box 1.86 Request to vacate "Rosecrans between Discovery and 20th Street, 18th between McClellan, and Rosecrans and 19th between McClellan and Ro e- cranst` . Church proposed building program has need for vacation of streets to gine necessary roomy for building placement and parking and planting areas . Since the streets will dead end to the proposed development to the gest, this will make the streets of no value to be left open for public use. After discussion, ' andell/Wight an moved to recommend to the City Council the street vacation request be granted, conditional upon the PLED under consideration west of Rosecrans, being approved and pint into effect by the developers . It was suggested the Certificate of Posting and Public Hearing bice might be on the carne page, with Certificate of Posting blocked out on Hearing Notices which are posted. The secretary was requested to cut out hearing notices published in The Leader and adhere then to this page. Question as to who has the responsibility of posting hearing notices unresolved at present. PROPOSED FIS DINGS OF FACT CHECKLIST - this was informally adopted as a guideline to be used and improved upon. Other recommendations 1 that the City Attorney be consulted for policy on length of time tape recordings of hearings should be kept. (2) A periodic check shall be made to see that proper Planning Com- mission material is in the public library. Chairman Marsh suggested copies be made of the Randy Tyler letter of 1-30- , regarding spot zoning, He also recommended the Steering Committee look into Rules of Procedure of the Planning Commission of the City of Port Townsend, The meeting was adjourned.
