Chairwoman Slater called the meeting to order at 7030 P.I .
!embers present were Jim Tavernakis, Ran Kosec., Bob Grimm., Jim Campbell,
Alan Carman, Dan Hoglund and Nancy Slater. Also present were City Attorney
Keith Harper and Contract Planner David Goldsmith.
Jinn Campbell moved that the minutes of November , 1985 be approved as written.
Bob Grimm seconded the motion and the vote was una.nimus.
Jim Tavernakis roved to ap prove payment of $65.00 to the County PlanningDepart-
ment for the Planning short Course. Jim Campbell seconded the motion and the
vote was unanimous.
II. Application No. 1085- r. & I• s. William elander
Short Subdivision 1136 Logan Street
Port -msend, 1-1a.
Alan Caman excused himself and left the room do to a conflict of interest with
this application.
Jim Pearson, representing Mr. and Mrs. Helander, stated they viished to divide
Tax 2 into two lots. Lot 1 would bave 10,382 s quare feet for a singlefamily
residential lot and lot 2 would have 7,920 square feet for a single family resident-
ial lot. AF 755.5 sq. foot section the city uses now for part of its roadway would
be dedicated to the city. The short plat is compatible frith the Comprehensive
Plan and no city department has raised any of po ition. There would be no adverse
impacts and there would be a 15 foot easement for utilities and drainage.
Craig Andrews stated that the integrity of the town and area would be harmed if
the people were not good custodians of national. -treasures as he felt Port Townsend
was. He thought this was going after monetary gain.
Bill. Walcott does not want the subdivision. He wants the neighborhood preserved.
He stated the Helanders oirned other property in the area.
Diana Walcott stated that the neighborhood was unique spot and there were not
houses on ever lot. she wanted to keep the esthetic quality f the neighborhood
and adjacent park.
Ann Gibbs stated this project ould ruin qua ty of the park.
Robertl.te granted to know if height of building would block view and ghat size
was planned.
Mr. Pearson stated that the height could not exceed 30 feet and it would
be a single family dwelling, Mrs. Helander added that it would be a one
story dwelling.
Mrs. Aumock stated that from her home no matter what was built it would
block her view. she hoped the traffic, would n t increase. .
Mrs. Helander put up site plan for all to see. The house would sit 23 feet
back and the garage would be in front. There is a gradual slope that would be
graded to set even lower. The house would have bay i-rindows and cedar siding in
order to blend in with the neighborhood,
Jim Campbell pointed out the commission was not dealing with a building permit,
but with the short plat.
Jim Tavernkis said at first glance the short plat was not offensive. 'there is
modest house on lot 2 and would seem appropriate to have a modest one on lot 1
keeping the neighborhood flavor. on looking deeper the short plat would visually
obstruct spark. He said that -the Chet emoka. Park was a special sensitive area.
Dan Hoglund said that he thought it was in compliance with ordinance. He could
not see how it could be denied on just its relationship to the park.
Mrs. Helander stated that they had been working with the park department in
planning landscaDing for the boundary adjacent to the park.
Keith Harper suggested reviewing criteria of Otdinance 1806, 18.38.120 Sec. 1.30.
Applicant meets all of this criteria.
Don Hoglund moved to give preliminary approval to Application No. 1085-01
as it complies with the checklist with the condition that them would be a
10 foot buffer in back of lot 1 to be continuously maintained of natural or
domestic vegetation this written on fake of plat). Jim Campbell seconded the
motion and the vote was 4 for and 2 against Tav rnakis and Grimm).
