1. Opening Business

Members present were Nancy Slater, Jim Tavernakis., Bob Grimm., Jim Campbell.,
Don Hogland., Alan Carman and new member Ron Kosee..

The minutes of October 24, 19$5 were approved as corrected.
Correction to the minutes -vmre j n se c tion II under fence varaLance, Ila letter
was read from O'Meara and Mr. Campbell had talked to FIs. Wilson and they had
no objection to the fencer t should have read in the 4th paragraph.
Ho Proposed Comprehensive Plan and Zoning Additions for Future Annexation
of the Land Vesta. Estates
The proposed plan is to annex the plat of Island Vista into the City of
Port Townsend. The plat consists of 22 single family home sites, 2 multi-
family

fa ily sues of 3.45 and 2.98 acres respectively., and a 1,73 3 acre open space.,
reserve ve area. if annexed the aress served by existing municipal water and sewer
utilities. 1t contains a developed county road. Access is gained by the city
street system. Contract Planner, David Goldsmith presented the staff find ngs
(all the commissioners received a copy and a copy is filed) with the secretary).
Mr. Goldsmith asked the commission to consider an additional piece for annexation
with the Island Vista plat otherwise t would result in this properties
isolation* Specifically a portion of Tax Lot to Tax Lot 14 and a portion of
Galleon View Estates lying within section 15,
The staff recommends the proposed comprehensive plan and zoning amendment and
subsequent annexation to include all lands i-rithin the plat of Island Vista; and
all lands lying east and north of the southerly most point of the plat of Island
Vista.
The land use designation for that portion of Tax Lot 10 within the Comprehensive
Plan amendment be designated as a sensitive area. Tax Lot 14 and that portion of
Galleon View Estates be classified as residential, Mra Goldsmith also recon ended
that the zoning clas ification for Tax Lot 14, and that portion of Galleon View
Estates be established as R-1 A. The zoning for that portion of Tax Lot 1

Jim Tavernakis moved to recommend approval of proposed Comprehensive Plan and
zoning accepting all, of the amended staff findings except- moaning the southern
boundary line t intersect with Port Townsend Bay perpendicular to the eastern
extent of the city limits boundary; adding a condition that access to lot 24
shall be from Hancock Street only and access to lot 23 shall be from Vista Blvd.

Conditional Use Request
Reed Cahill presented the proposed project for the applicant. He explained the
protect, 'if approved, would consist of a 12 unit c n omznium with 22 on site
parking spaces and 2 leased parking spaces on the adjacent property. The structure
will have four 1. bedroom units, five two bedroom units and three 2 bedroom with
den units. The parking1 be asphalt surfaced with a planting strip along the
peri ter of Water Street and Calhoun Street. Ingress would be from I-later St.
Egress would be f r ori Calhoun St.. There would be a pedestrian walkway along
the seawall and access provided by a beach stairwell at the Calhoun St. end t
the beach. The seawall would be replaced or repaired which ever was needed.
Mr. Schwilke, adjacent property owner, said there was very little commercial
waterfront left and to change it to residential was not compatible. The noise
produced by his tire store would be too loud for residential. dwellings. The
proposed bulkhead would not ,stop a 81811 tide, As a volunteer fireman he said
that it would be impossible to put a ladder up at the back,, He suggested it
be redesigned for safety!.
Doug Scott said that the noise level from the equipment used at the tire shop
was loud as a Jack hammer. There were high tides that floated in large logs
which would pound the bulkhead. They opened early and closed at 6 P.M. Monday
through Friday and closed at 5P,M,, on Saturdayse
Mr. Rodgers pointed out that existing bulkhead was 40 years old and neer one
planned was superior to the old one. He disagreed about not getting ladders
p at the back of the building.
Bill. Needham, representing the Tides Inn, stated that Water St.did not need
more traffic, but any And of *business would increase traffic. Condominium would
increase the traffic the least. Drunks leaving the saloon w .s a gorse impact.
I e would like something compatible with the Inn, but the tire shop should be
protected. He felt this was a better project for the area.
Bonnie Wallace said the project was nicely designed but not compatible with
commercial zone. She would like to see property remain commercial.. There was
problem T�rlth access on and off of Water St.
Mr. Cahill compared project with an office building, He felt proposed project
was superior. He -thought fire service could be delivered without problems as it

The commission discussed with applicant, fir. Goldsmith., and city attorney
Keith Harper the problems and concerns addressing this proposal.
Mr. Harper explained that in ten years if people complain the residents need
to be aware of the problems before they move in (noise level from adjacent tire
store).
