Opening Business Vice-Chairman Tavernakis called the meeting to order at 7:30 Pam- Members . -Members present were Jim Campbell, Jim Tavernakis., Alan Carman, and Don Hoglund, Jim Campbell mored that the minutes be approved with an addition of Mr. }le Leo was instructed that only surrey standards to be used to determine property lines. This to be added to the first paragraph under Application No. 885-01. Don Hoglund seconded the motion and the vote was unanimous, Ho Proposed Comprehensive Plan and Zoning Additions For Future Annexation of the Island Vista Estates Mr. David Ooldsmith, Contract Planner for the City, presented the proposal a copy was given to the commssioners by the secretary). fir. Goldsmith told the commission that the Comprehensive Plan and the zoning ordinance had to be amended.to allow for the annexation. Mr. Goldsmith stated that the Island Vista property .is a physical peninsula. He explained platting was begun in 197$ and finalized in 1980-1981.. In actuality the city already provides utilities and fire protection, After it is reclassified, then zoning if uld follow (this is if it is approved). The commission discussed with Mr. Goldsmith the possible zoning of the property. Mr. Goldsmith stated that the gulley on the south and gest side of Island Vista Estates fits -1 zoning for open space dedicated to the city. Vice-Chairman man Tavernakis opened the meeting to public testimony. John Becker said that he represented a number of the real. estate lots ow ed by two people. He said that this would be a step towards having the sewer and water systems maintained. They would still like to have the posibil.ity of building condominiums or multi-family dwellings later. The owner does not at this time plan on building condominiums, but would like the option later. (The commission asked whore he was representing and he stated J. 6terret and 1'1. Wallace) . . They were not opposed to a Planned Unit Development. They would like consideration given to multi-family dwellings as is in original plait plan. Dick Gastfield said that he was in agreement with the original plat plan also. He said that he would like to see some stability for the area, He would lute to see the city take over the area. That way they would know whom to call when there was a problem. The commission noted that in the rest of the area within the city lits i zoned -1A, not -.Ii o R-III. There was no testimony against the proposal. Keith Harper, City Attorney, said there needed to be a specified period of time that the zoning had to be amended.- Posibly two or three -years for the 2 large parcels and a longer period for the platted lots. Mr. Goldsmith stated that annexation does not come before the commission so the commission might want to make their concerns known, . Jim Campbell roved to continue the Dublic hearing November 14, 1985 to give the final recommendation for the proposal. Alan Carman seconded the motion and the vote was unanimous, Miscellaneous To be heard on October 24,, 198; amfl.eld fence variance No. 985-01 and Sikes Street Vacation No. 985-02 (committee of Taverna is and Hoglund). To be revie and on November 14, 1985 Rodgers Subdivision/Conditional Use No. 485 -03 (reprised). Mr. Goldsmith recommended forming ars ad hoc committee for the annexation to the city proposal.. T.
