Minutes of May 3 , 1985
Opening Business
Chairwoman Z51ater called the meeting to order at 7:30 POM0
Members present were Bob Grinn., Jim Campbell, Bon Hoglund, Alan Carmen and
Nancy blater.
Minutes of April 25, 1985 were approved as written,
Chairwoman Mater received brochures on the Northwest Regional. Ground dater
Conference to be held in Tacoma on June 14 and 15, 1985; the Association o
Washington Cities Conference to be held on June 18-21, 1985 on "Changing Roles,
Changing earlitie " and The American pater Resources Association Conference to
be held on May 31., 1985 in Yakima. The brochures will be filled. in Codon
file cabinet.
There was a discussion on Application No. 285-01 by bervice Activities Inc. to
build a motel and convention center, which has been on the table for about 15
months. The applicant will get back to the commission next month with an answer
s to whether he wishes the application to be farther considereds Iteras deter-
mined that it was not to be considered by the commission as it i

Jim Campbell moved to recommend to the City Council the approval of
Conditional Use Permit Application No. 485-02 as it complies with Ordinance
1625, 6.07 through 6.11 With the following conditions: 1. Applicant i-rill
work out a satisfactory plan haat i-rill meet With the Public Works Director
on additional parking of oversized vehicles; 2. that the a plicant will submit
to the Public Works Director a lighting plan; 3. that the applicant- work with
the Public I-orks Director�on a traffic pattern on exit Va*th right turn only
onto bims I-lay m th a possible concrete curbing used for channeli ation of traffic.;
and 4. that a visual barmier between the two zoning districts be placed using
low growing shrubs and utilizing existing plant material when able. Alan Carman
seconded the motion. The vote Trras 3 for and 1 against (Slater-*-Don Hoglund excused
ser
himself from the hearing).

Rezone
Alan Carman was elected chairman pro tern by unanimous vote for the rest of the
evening. Slater and Tavernakis were excused from this review because of
conflict of interest.
The City Council gave a detemination of non-significance, but because of the 15
day delay before any action, the date that action can be taken is June 5, 1985.
Therefore the hearing was held, but the final vote was not taken.
Mr. Coster gage out maps to the commission of the area of his property,
He explained that he had bought this property in 1965 for a furniture when there
was no zoning. In 1971 the property was zoned,, but he had been under the impression
it was zoned commercial, He never built, but noir no one wants it for residential..
Commercial property is on three sides. It's at the crest of the hill where
traffic noise is excessive. He pays higher taxes on .it than other residential lots
in the area, but without it being zoned commercial cannot sell it. A commercial
business built on Olt would create tax revenue and needed jobs for the city.
Steven Buxton asked questions of the commission. He wanted to know the commercial
uses for -2. They were read off to him. No one spoke against the application.
Commissioners Hoglund and Carman gave the committee report recommending passage
of the rezone.
This application was continued to the June 27., 1985 regular meeting.
