Minutes of June 28, 1.984 were approved as written.

Conditional Use Request
Chairman Menefee stated there was not yet a declaration of nonwsignifi"cance.
Nancy Skater moved to continue application at the August 30, 1984 regular
meeting. Bob Grammseconded the motion and the vote was unanimous.

Chairman Menefee stated that the commission had received a declaration of
nonewsig *f:*Lcance from the City Council.
Mrs. &mell stated that- -due to rise in utility rates that they wished to chane
the apartments into motel units i"n order to make a profit. The city needed more
motel space and so i*t would serve a need as well.
Jim Taverna&i*s, representing committee assigned to stuffapplication request,
stated they agreed that more motel space was needed, but the availablerw parking
was dangerous to access. The access to this parking belonging to the Amell's
was too narrow and was 35 to 45 degree angle Gaming out into the street making
dmover's vision skyward instead of being able to see sidewa and street well.
The other entrance to this parking was across private property and was not safe
as weld.. This park 3.ng situation was totally unacceptable.
Mr. Amell said that :*Lf they could net use their own park g they would pay to use
across the street parking for the units.
Mr. Tave akis said that the cunywaittee was also concerned that the units did not
have a reside manager.

problems at other times, They also said they would install a phone inside
the entrance with their home telephone number that travelers could call to

. The Commission discussed the problems 111x. Tave aki*s pointed out. Mr.
TaVe ak:Ls make two motigons that died laking a second. The commassion
felt "it was feasible to have the parking across the street using a lease
which the Amells would obtain. They thought it should be dor � spaces
that im d be used 16n and out during 24 haat period. They were not certain
that the commssion could legally requiore a resi*dent manager.

Revisit Criteria.
Jim Tavernak�.s maned to recommend approval of Applicati*on No. I�8ltmr0I as it

A letter from the city attorney dated July 12 concerning buffer reduction was read.
Ar. Griffin stated that the restrictive covenants trete filed and his 2 letters
regarding these thdraiin. Dr. Griffin presented his plot plan and requested that

Zit. Tavernaki"S stated that the plan showed excellent research locationg, in a good
area. The reduction in buffer area eras acceptable, but vmuld 110ke to point out
that a berm be provided that would keep oars from sliding into building when road
was icy. A fence or some sort of planting on property boundaz7 that was adjacent
to the park be provided that would keep people from straying onto veterinary
property.

Correction Signs on Veterinary hospital should read. that on Discovery.Road
sign giving full information, but sign seen from State Road 20 would read
Veterinary hospital only. The work lacking was typed incorrectly laking,
