Opening Business Chairman Floyd called the meeting to order at 7:5a P. Members present were Jinn Campbell, Larry Denmson, Wanda Black., Jean Camfield, Juli*e McCulloch,, Bill Henderson and Jahn Floyd. Jean Camf ield moved that the minutes of December, 198X, be approved as written,, Chairman Floyd stated that there would be a workshop on February }.1 with a discussion about, the bluffs in town. There wi3.l be a pub13.c hearing on the Flem*ng Short Flat at the regular February meeting. �I. Appl*cation. No. x.081--03 Koh TaiCare Center . Rezone from PI to RI 751. Kearney Fort Townsend Wa. The applicantq request the rezone in order to make an expansion to their Care Center. The property 3s being sold to Kah Tai. by P.U.D. as 3.t i*s declared surplus. Mayh stated there was -a need to e xpand the care center and 3,n the general vicinity of the present center. Economic ly the center must expand next to present buildi'ng, otherwise they, will not expand at a3a, Public need Would be met by expansion and the proposed expansionaz not 3n conflict with use of the surroundi*.ng property. George Avis, Koh Tai* Care Center's AcbI.11,.nistrator, Stated there was ernest money put down on the property, but they had been waiting t o make ears they would be able to expand before completing the purchase, He said the nursing home predates the ordinance. 4 F I:n opposition there was a letter from Kristine DeWeese dated January 28, X982. his. D�Weese felt the rezone was not in the public interest and there were other locations available for the expansion. She disagreed that it would be c onsiderably more expensive if an additi'Lon was located across the street. • Richard LaBotz stated he could see that in the future this would prove a poor location. He stated that the major road going through to the Lagoon iiras Laurence Street and at present 3*.t was open space, but with the proposed expansion of the care center, the public would have t o AP go around as the building would act like a wall. He added no man made project would enhance a natural sitting. The commission discussed with Mr. Avis and Mr. Mayhan the objections 96 presented. Economy being their main problem with locating elsewhere. Wanda Black seconded the motion Commissioner Henderson objected to the motion and felt that I*t was a waste of time and money to postpone it until later. Commission voted fi for and 1 against. BIZ.
