SUMMARY STATEMENT: In late 200_5 the City initiated development of a Transportation
Functional Plan. The purpose of the plan is to consolidate, integrate and update various
transportation planning documents already in existence such as the arterial street plan, transit and
school district plans, and the non-motorized transportation plan. The plan will also identify
necessary capital transportation improvements and to propose alternatives for funding these
improvements. The City contracted with the Transpo Group from Kirkland, WA in 2006 to
complete several technical aspects of the Plan to include traffic modeling and financing options.
On 7 November 2007 a public Open House was held to inform the public about the planning
process and the work that had been completed to date. Subsequent that meeting, the planning
team's efforts were redirected to work on Upper Sims Way and Howazd Street. With the design
of those projects moving ahead, we are now focusing on the Transportation Plan again. The
purpose of this workshop is to bring the Council up to date on the Transportation Plan process
and progress in developing the transportation model used to forecast future transportation levels
around the City.
