Chairman Carman called the meeting t order t �� .M.
Members present were Nancy Slater, Ron Ko se c Bob Grimm, Don Hoglund, and
Alan Carman.,
a rman Carman introduced the new city planner, Michael Hildt. Mr. Carman
told the Commission that- the new Commissioner would a Donald McLarney.
Corrections, to the Mintites of January 29. 1987 are as follows: The fourth +
paragraph under Application No. 1286-C "should read ''Bob Grimm read the added
uses available under R-III compared to R-ll." Under'the fifth paragraph, an
added'sentence should read "Chairman Carman reminded':the commission that a rezone
was not a project specific." In the last paragraph ': last sentence should read
's he request was in.11ne with the Goals and policies{ under the .Rousing and:,
Resid ntial Development section of theComprehensive'Plan." Nancy Slater moved
to approve the minutes as corrected. Rory Losec seconded the motion and the vote
was 1lnanimous.
The commission'had letter-, from Barbara6Bogart expressing her concern for
prop ert owners with houses on substandard` lots in case o fire. She pointed
out that these wners u�ld only rebuild if they obtained a variance. This
also made it hard to insure these basically historic., houses. She requested
' that these structures be grandfathered thai were. built prior to the lair.

with the Association of Washington Cities and with other city policies -to see
how they handled this problem. Chairman Carman 'tol Mr. Bildt to work on It
for them and hopefully find a bandaid solution until the code could be updated
at some future time.

The Commission discussed various ordinances that would need updating in near

Blair Coffield representedMichael i Beers in presenting the application for
finial review. Ms. Coffield told the .commission that there had been a problem
getting the departments to sign off since it was a legal holiday Lincoln's

Ikon Hoglund moved to recommend ,to the City..Council nal, approval. of, 'eer't Shy a
Application No. 986-02to.as it complies with Ordinance 18o6g Section-.1-210, with the
condition that the various other city and county. departments sign off and that '
the City Planner assertain those things have been completed bef re final approval.
x Nancy Slater seconded the motion and the vote was unanimous.

Dear Mayor Shirley :
it has been brought to our attention' that there is a serious
problem in the ordinance which requires a variance to rebuild
structure if it is destroyed by Fire and stands on a lot too
small to be deemad buildable .
in Port Townsend , Washington ' s Victorian seaport and a National
Historic Landmark , we have a small Victorian home on a lot 31 by
loo . A local bank had an appraisal made in 1985 and gave the
owner a construction loan . The house was beautifully redone
all new wiring , plumbing , foundation , 'urnace , roof , skylights ,
tiled bath , chimney liner ,. etc .' Seiler made employmentmove to
Seattle . House was listed for $69 , 900 , based on a market analy-
sis
n ly-sls (and it turns out to be just less than the amount the owner
has in the property) . A young couple looking to buy the house
ask what happens ifthe house burns to the ground since the lot
is not a buildable lot by today ' s size requirements . In a (-
all-to City Hall l learned that a variance would be' required in ordei
to rebuild a house that stood on that spot n that size lot for, }.
almost a hundred years alongside a row of Victorian houses alsoa,
1 on "unbuildable lots" according to today ' s requirements . The #,
question of insuran�l� was raised. The couple was told by a
couple of insurance companies that the property is uninsurable
because of this city law !
I personally Feel that a variance would be granted in any situation
of this nature because City Council would not give 'n to neighbors ,
complaints because a # poo r- unlucky soul ' s house burned don '. But ,
