and Ron Kosec. Also present was Michael Hilt", Director of
Planning and Building.

Sheila Westerman stated her concerns: long-term vacant spaces
will only get 10 space credit; minimum parking space for ferries
is too low; reduced requirements for the downtown businesses
could be an incentive to encourage the restoration of historic
buildings; grocery stores should be included in the joint-use
parking provisions; and the standard size parking space could be
decreased.
Bill Schwilke, raised questions about the footnote concerning a
PBIA.
Bo Sullivan asked if grocery and retail stores should be listed
specifically in the minimum. parking requirements table. He
stated his opposition to the change of use parking requi

The Commission discussed ferry landing parking requirements.
There was some discussion about the exemption -of parking
requirements for ferries that will stop in Port Townsend without
taking on or leaving behind passengers.
. Carman suggested that two parking spaces be given as a credit
for eliminating a curb cut rather than the recommended one space.
The Commission agreed to change the curb cut trade-off to two
parking spaces for the curb cut.
Mr. Tavernakis suggested that the Commission consider the parking
requirements for ferry traffic. The Commission discussed the
requirements for one parking space per four passengers. The
Commission agreed to require one space per three passengers with
the understanding that applicants may apply fo.ir a parking
variance. The Commission also agreed to add language to the
ferry parking requirements in the table of required parking:

Some discussion followed over the LID and PBIA provisions. The
Planning Commission decided to remove the "as determined by the
City" in the proposed rewording of footnote two as drafted by the
City Attorney.
Mr. Cannan suggested that the Parking Improvement Plan must be in
place before the effective date of the ordinance.
Mr. Grimm made a motion to adopt the draft parking ordinance as
amended by consensus. Mr. Carman seconded. The action carried
unanimously.
V. New Business
Parking Improvement Plan scheduled for hearing on October- 26,
1989*
A. Rezone application 8909-01 , Philip Hassrick hearing was set
for November 9 , 1989 , with Ms, Erickson and Ms. Sherwood on
committee.
B. Conditional Use Application, Bay vista Condominiums,
hearing was set for October 26, 1989, with Ms. Erickson and
Mr. Carman on committee.
C, Variance Application 8909-04, Dee Brueckman, Hearing was
set for November 9. 1989, with Mr. Kosec and Mr. Grimm on
committee.
Some discussion followed over the possibility of responding to
letter in the Port Townsend Jefferson County Leader concerning
Planning Commission--September 28, 1989

the Planning Commissions actions on the Norwood Short Plat, The
Commission decided not to send a letter.
