Draft A recommends the variance be denied and Draft B recommends the variance' be. approved. The applicant proposes an addition to a garage attached to an existing single-family' residence located at 932 58th Street. He stated building the garage as required by the code would be visually damaging to the neighborhood and the addition would have no affect on the future development of Gise Street. The commissioners asked questions of the applicant. Jean Dunbar, a neighboring property owner, stated that the neighbors had no objections to the variance, . Committee Report Erickson/Gramm) Mr. Grimm stated that the vacation of Gise street is not possibility because the street abuts body of water. He asked for clarification on setback requirements for outbuildings. Mr. O'Neill reviewed the setback requirments for outbuildings in the zoning code. . Erickson stated that she could see no apparent hardship that would allow a variance. Ms. Erickson moved to recommend to Council Draft A of the Finding f Fact and Conclusions recommending the denial of the variance. She recommended that the first sentence 'n finding of fact number five be changed to read ' . . .east and the west. " She also recommended the language in conclusion number ..two referring to Gise Street be changed to read " . . . property can not be vacated, . , . 't Mr. Grimm seconded and the motion passed unanimously. B. Public Hearing Short Plat App. 8908- , Harold Gruver 1. Staff Presentation and Review . O'Neill told the Commission the represent Ative of the Gruver Short Plat asked to have the hearing postponed to the meeting of October 261 1989. The Commission decided to reschedule the hearing during new business. C. Public Hearing Conditional use App. 8908-04, Keith Jackson/eater Street corporation, Inc. 1, Staff Presentation and Review Mr. O'Neill distributed a copy of a► letter received from City Attorney Keith Harper concerning the application. Mr. Harper reviewed concerns over parking space requirements. Mr. O'Neill then reviewed the applicati Planning Commission--October i2o 1989 Page Hill Building located at 639 Water Street. Nor. O'Neill reviewed the alternatives for conditions on the parking requirements. The Commission discussed including a condition that would require parking spaces as set forth in the code at the time of request for a certificate of occupancy. 2 . Public Testimony Dan 'bitterness, representing the applicant, stated that the proposed condition of meeting parking requirements at the time a► certificate of occupancy is requested was acceptable to the applicants. Some discussion followed over possible parking requirements. 3 . Committee Report (Sherwood/Grimm) Ms. Sherwood stated that if the applicant has -no objections to the suggested parking requirement language she would be in favor of recommending approval of the application. fA Ir. Grimm roved to recommend approval of application 8908-04 to City Council with the modification to condition number one to require parking as enforced at the time of the certificate of occupancy and correcting conclusion number one to read 1' . . .hotel use of the. . . 't Ms. Sherwood seconded and the ,motion passed unanimously. IV. New Business Nix'. 'Neill distributed findings of fact on shorelines for the Bay Vista Condos project. In response to the letter received from the Port the Commission decided to forward -the findings of fact and the minutes to the Port concerning the Sperry/Little project. i , Street Vacation 8909-05, Glen Wood. Hearing was set for November 30, 1989 with Grimm and Sherwood on Committee. Conditional Use 8910-01, Clayton Cook. Hearing was set for November 30, 1989 with NicDole and Carman on committee. .I C.
