Regular Neeting of February 8, 1990
1 , Roll Call
Mr. Tavernakis called the meeting to order at 7:45 p.m. Other
members present were Lois Sherwood, Ron Kosec, Caren Erickson,
Sally McDole and Alan Carman. Also present was Planning an
Building Director Michael Hildt.
T . Reading and Approval of Minutes from Previous Meeting
Mr. Kosec Moved to approve the minutes from the January 4, 1990
Sign Code Workshop and the January 11 , 1990 Regular Meeting
minutes. Ms. Erickson seconded and all were in favor.
111 . Communications
Current mail will be presented during the presentation of the
Admiral Marine Works Variance.
IV. Did Business
A. Variance 8911#02 , Judith and Kurt Dobs insky (continued from
December 2 , 1989)
1, Staff Presentation and Review
The applicants are remodeling a single-family residence located
at 535 Blaine Street and propose to construct stairs encroaching
into the setback within four feet of the property line. Draft
of the Findings of Fact recommends denial of the variance whi

Mr. Carman stated that the variance as proposed would he less
intrusive than other existing structures in the neighborhood, He
also stated that the road width is excessive in the subject area
and makes the full setback unnecessary, Mr. Crman stated that
he was in favor of Draft B which would recommend approval of the
variance.
Ms. Erickson stated that the request was not for the Minimum
variance necessary.
Ms. McDole stated that the person who designed the remodeling
project should have taken the setback restrictions into
consideration.
Mr, Tavernakis stated that he is in favor of restoration and
pointed out that no negative testimony was given.
Mr. Carman moved to recommend approval of Draft B of the Findings
f Fact and Conclusions to the City Council., recommending
approval of the variance. Nis. Sherwood seconded.
Ms. McDole stated that -if variances continue t o be granted based
on neighboring properties the setbacks will continue to get
closer to the streets. •
The motion failed - --2 with Mr. Tavernakis and Mr. Carman voting
in favor of the motion.
Mr. Kosec Moved to approve Draft A of the variance request which
recommends the variance he denied. Ms. McDole seconded.
Discussion.
Ms. Sherwood stated that she based her Grote on the criteria in
the ordinance.
The motion carried 4-2 with Mr. Carman and Mr. Tavernakis
dissenting.
B. Variance 8912-01, Admiral Marine Works
1. Staff Presentation and Review
Mr. Hildt distributed recent communications received concerning
the Admiral Marine Works Variance, New letters were received
from Ca►rleys, Murray Auto Parts, Skookum Marine Construction
Inc. , and Homer Smith Insurance, Inc. All letters supported
Admiral Marine's request for a height variance.
Mr, Hildt reviewed the application for a height variance, as well

as staff draft Findings and Conclusions, Draft A recommends
denial of the variance, while Draft B recommends approval. The
applicants propose to construct a fifty-foot addition to an
existing building located at 919 Haines street.
Bill Toskey, Port Manager, expressed his approval of the proposed
project and submitted a letter in support of granting the
variance.
2. Public Testimony
Casey McKinney, of Admiral Marine, stated that the v ►rince would
not have a detrimental effect on neighboring views. He also
stated the need for the larger building is a result of the size
of heats to be constructed.
Horner smith Ill stated that the larger building will be safer for
the boat building personnel..
Bill Toskey, Port Manager, stated that no bettor marine
industrial location exists in Jefferson County;; for this project.
This building would allow the applicant to keep with the state of
the art, He stated the reasoning for limiting, the height of
buildings does not apply here since fire fighting and view
obstruction should not be a problem. Mr. Toskey also stated his
feeling that the building would add to the panoramic view from
neighboring residences, r +
Don Avery stated that the height limitation was established when
the industry produced smaller boats.
Daviel King, project manager at Admiral. Marine,, stated that the
building is not more than is needed for the production.
Bill Medlicott, Holly Hill House Bed and Breakfast, feels that
this variance will allow for the promotion of Port Townsend in a
way other than tourism.
Shirley Rishard, neighboring property owner, stated that the
buildings will not be a view obstruction.
Bill lotadka stated that he was in approval of the variance,
explaining that Admiral Marine has a world-wide reputation for
quality workmanship and brings substantial revenues to the
community.
Eric Dobson stated that he came to Port Townsend because of the
boat building industry.
Earl Wakefield, an Admiral Marine employee, stated that the
` proposed location will cause the least possible impact.

Mr. Kosec moved to approve variance 8912-01 re -commending Draft
with amendments a suggested by the City Attorney. Ms. McDole
seconded and all were in favor.
Conditional Use, 8912-03 , Pamela Bird and Richard Lloyd
Ir. Hildt reviewed the application stating that the applicants
propose to establish a bed and breakfast inn as well as an art
and antique gallery at 538 Fillmore. The draft recommended
approval of the application.

Richard Lloyd, was present.
Ms. Medlicott stated that the mailed notification was not
complete; that the post cards mentioned the art and antique
gallery, but did not mention the Bed and Breakfast Inn.
Ms. McDole stated that the application should be continued to the
next available meeting which would allow proper notice.
Joan Deering stated her approval of the application.
Mr, Harper suggested that the hearing be postponed with
corrected notice.
Ms. Erickson mored to continue the hearing to the February 2 ,
1990 , meeting where it would be the first item on the agenda. The
public should be notified of the complete application. Ms.
McDole seconded and all voted in favor.
D. Draft ordinance relating to Binding Site Plan Review
(Continued from January 11, 1990)
Mr. Harper, City Attorney, stated that Draft 2 of the Binding
Site Plan was the document reviewed at the last meeting. He
stated that some Municipalities approve a general plan and others
approve a more specific plan. He asked the Commission which
direction they would life to go,
Mr, Carman stated his preference for the general concept plan
with the details coning in later.
The commission discussed the two options of the Binding site
Plans. 1.
Bill Toskey stated that the less detailed binding site plan would
be much more flexible.

During discussion the Commission concurred that the more flexible
option, similar to the Tukwl.l l a ordinance, would be most
des i reabl e.
Mr-. Iger will prepare the binding site plan for the Planning
Commission by February 27 , 1990 , and the plan will be reviewed at
the March 8, 1990, meeting.
