Rolf. Call Mr. Kosec called the meeting to order at 7 : 35 p,m, other members present were Lois Sherwood, Karen Erickson, Alan Carman and Sally Mc ole. Also present was Planning and Building Director Michael Hildt. I I. Communications Mr. Hildt distributed copies of an introduction to a new department employee. Tammy Quinn, Planning and Building Assistant will be joining the Planning and Building Department. Mr. Hildt also di ,•+.. A w '3 Planning Commission Workshop--March 21, 1990i Page 2 of Carey Leoi , operator of the banding Restaurant, stated that "ler sandwich hoard greatly increased her business. 4 Ken Webb, proprietor of Sidewalk Tours, stated that because his business has no of f ice or off ice building the sandwich board sigh s crucial to the business. He also stated that hist_/rival Port Townsend had sandwich board signs. Joyce Cox-Webb, also a proprietor of Sidewalk Tours, stated that the business reifies .hea il.y on the sandwich board sign. Karen Hovde, chairperson of the Mainstreet design committee, stated that Mainstreet is willing to take on more responsibility in assisting the Commission with the sandwich board sign issue. Daren Erickson reminded the audience that sandwich boards are illegal t this time. Bill Sperry, stated that if sandwich board signs were allowed there would not be enough room for all businesses to have sandwich board signs. He felt a combination sandwich board sign and direction sign program would be sufficient to serve all businesses. Cindy Wolpin, stated that she was asked to help design directional sign. copies of her sandwich hoard survey were distributed. She stated that after some research :she feels directional signs will not work. The survey showed that of the 43 downtown businesses located off Water Street, only 9 had sandwich board sign on Water Street. She concluded that the existing signs are promotional , not directional, because Most sandwich hoard signs were in front of the shod advertised. She suggested that if sandwich boards were allowed that a► monthly advertising fee be assessed. Carolyn Niemeyer, mainstreet director, stated, that the directional sign in the draft was designed by, Speed Sean and other foundries in town. Mr. Hildt clarified that mural signs would be allowed in the proposed code. Some discussion followed over- mural signs. Ms. Mco .e stated that she has recently observed historical areas with good and bad sign regulations. She stated that too many signs can be overwhelming and inhibiting. She stated that Tucson Arizona had very tasteful signs and sandwich boards were not among them. Eric Dobson, owner of chls Restaurant, stated that he is not allowed to put up a sign on the back of his building, Mr. Hildt Planning CommissionWorkshop.-March 21, 3,990 Page stated that the current code allows a sign on the back of Chula , + provided the total sign area does not exceed 32 square feet. Patti Sullivan stated that one way to limit the sandwich board signs would be to provide an option that would allow additional sign area if the business did not use a sandwich board sign on Water Street. ,f 2. Commission Discussion Alan Carman asked Cindy Wolpin questions of clarification concerning the proposed directional signs suggested by the mainstreet program. The Commission discussed directional sign options. Nis. Sherwood suggested that a directional sign simply stating more shops this way may be more efficient than the individually listed business signs. Mr. Carman stated that sandwich board sign permits should address all of the following: safety, content, liability, placement, size, anchorage method. An application fee and monthly fee should be assessed for the signs and the Grater street businesses would have first option to install the signs. ` Ms, Sherwood stated that if the City were to allow sandwich board sI. igns they would be, by default, accepting the liability for the signs, Nis. Erickson stated that without a fair way to regulate sandwich board signs she can not be in favor of allowing them. She also stated that sandwich boards create a visual clutter. Nis. I cDole stated that she is not in favor of ..permitting sandwich board signs because no one has been able to come up with a fair plan to be able to provide for them. Mr. Carman stated that he was in favor of sandwich board signs and directional signs with incentives in both the uptown and downtown historical districts. - Nis* Sherwood stated that sandwich boards are primarily for the walking tourists. The Commission discussed the pros and cans of sandwich boards. Ms. 1cDole moved to accept option number 3 of the sandwich board options presented in the draft ordinance. This would eliminate sandwich boards without providing a replacement program. Nis. Sherwood seconded. Mr. Losec react the option into the record. Discussion: Mr. Carman stated that he felt the loss of sandwich boards would cause the loss of business in th'e downtown area. Planning Commission Workshop--March 21, 1990 Page 4 of Ms. Erickson stated that only 30 percent of the businesses polled wanted sandwich board signs, most of those were most likely downtown signs, she did not feel that businesses would be severely impacted. Ms. McDole asked if a provision could be made-:, for businesses with no store fronts. vote was taken on the motion, The motion passed 4-1 with Mr, Carman dissenting,. Nis. MDole stated that she would like to look into what could be done to accommodate businesses with no store frontage. Chairman Kosec asked Mr, Hildt to research the possibilities.
