Roll Call Mr. Kosec called the meeting to order at p.m. Other members present were Lois Sherwood, Karen Erickson, Jim Tavernakis, Sally Mc ole and Bob Grimm. II. Approval of Minutes Ms. Erickson moved to approve the minutes of April 12, 1990 as distributed, Ms, MoDole seconded and the motion passed unanimously. III, Communications. A letter from Bob Little requesting a postponement of Conditional Use Application 8908-01 , Bill Sperry/Bob Little. A letter from Lisa Enarson withdrawing her application for a street vacation application. letter from Pete Raab of the Historic Preservation Commission requesting that the Planning Commission set a hearing for the draft design review ordinance. Pete Raab told the Commission that the Historic Preservation Commission feels that getting a non-binding design review ordinance is very important. He asked the Planning Commission to review the ordinance as soon as possible. Mr, Tavernakis stated that the design review ordinance is proposed to be a non-binding ordinance and there is little public resistance to the ordinance. He stated that the review board would be a resource, Mr*, Tavernakis asked that the meeting be set for the May 10 , 1990 meeting. Ir. Tavernakis also stated that he had a discission with Andy Thurston concerning a possible noise ordinance. Mr. Thurston would like the Commission to consider a noise ordinance. some discussion followed over the existing State regulations on noise. Iv. Old Business Planning Commission--April 26, 1990 Page 2 of A. Shoat Plat 8912-04 , Glean Wood letter was received from the Jefferson County Health Department concerning the sewage disposal system for the proposed short plat by Skip Wood. The short plat must be postponed due to insufficient notification. Ms. Erickson moved to schedule the review of the Glenn Wood Short Plat to the May 10, 1990 meeting. Ms. M Dole seconded all were in favor. * B. . Conditional Use 9002-02, Doug and Meg Mason 1 . Staff Review The Findings of Fact and Conclusions were reviewed. The applicants propose to establish a tourist home' use in an existing building located on Lot 2 . Panorama Heights Short Plat. . Public Testimony Mr. Doug Mason stated that the conditions of approval were understood and that the applicants had no problems with the restrictive covenant or other conditions, He 'stated that four parking spaces are available. . mittee* Report Mr. Grimm stated that the subject location was used for an apartment previously and has supplied adequate parking. Sally McDole asked the applicant if the Health Department had any problems with the apartment being over a horse barn. The applicant answered that there had been no problems with the Health Department in the past. Mr. Tavernakis stated that the application meets the intent of the ordinance. Mr. Grimm moved to recommend to City Council the approval of Conditional Use 9002-02, Doug and Meg Mason, adopting the draft Findings of Fact and Conclusions as prepared by staff. Mr. Tavernakis seconded and all were in favor, C. Conditional Use 9002-03 , Jefferson General Hospital Mr, Tavernakis excused himself from the meeting due to appearance of fairness. � Planning Commission-April 26, 1990 Page 3 of 1 . Staff Review The Findings of Fact and Conclusions were reviewed. The applicant proposes to establish three modular buildings as an expansion to Jefferson General Hospital. The location of the proposed buildings would be Lots 3-6 , Block 192 , Eisenbeis Addition. Alan Carman joined the Commission at this time. Some discussion followed over the parking requirement for the project. 2. Public Testimony Anthony DeLeo, representing Jefferson General Hospital , stated that the storage building would be a fourth building-. He stated that there would be an application at a later date for the last structure. Vic Dirksen, hospital administrator, stated that the existing Home Health and Conference Room facilities may be mored to these proposed structures, • 3 . Committee Deport Ms. I cDole asked the applicants what size the meeting, roam would be and who- would use it. Vic Dirksen responded that the conference room would be available for public use in the evenings. Ms. M Dole asked the applicant how the neighboring property owners would be buffered from the project. Mr. Dirksen described the location of the proposed structures and stated that the neighboring property owners had not objected to the application. Ms, IcDole stated that these buildings appear to be temporary. The applicant stated that the buildings may be replaced later by major- construction project by the hospital. Ms, Erickson suggest that a condition right be added to require a parking plan. Mr, Grim stated that the conditional use should be more general in description to allow the hospital to use the buildings as medically related business. Use 9002-03 , Jefferson General Hospital , with a change in- Finding of Fact number 3 adding "or storage" to the second sentence, and revising condition number two to read, "A parking plan providing for no less than ten off-street parking spaces. shall be developed in accordance with Chapter 17,28 of the Port Townsend Municipal Code and shaIl be approved by the Building -Official prior to issuance of a building permit. " Ms. McDole seconded all were in favor. V. New Business Mr. Grimm stated that if the applicants currently scheduled for the May 31, meeting are willing to appear for the May 10, 1990 meeting a would recommend the Design Review Ordinance be heard . Port Townsend is on the brink of unprecidented expansion in our downtown -III and P- zones, and the sooner we have a design review "process in place the less likely the chances of incompatible development within this area.
