REQUEST FOR QUALIFICATIONS
CIVIL ENGINEERING CONSULTING FIRMS
FOR SR-20 PEDESTRIAN WALKWAY- LOGAN STREET TO HANCOCK STREET
The City of Port Townsend is soliciting proposals from civil engineering consulting firms to assist with the
design for the SR 20 Pedestrian Walkway—Logan Street to Hancock Street Project.
Project Description
In 2010,the City of Port Townsend completed improvements along the City's Upper Sims Way(SR-20)
commercial corridor, from Howard Street to Logan Street. The improvements included, sidewalks,
medians, pedestrian plazas and two (2) roundabouts. The SR-20 Pedestrian Walkway would be an
extension of the sidewalk network from Logan Street to Hancock Street. The project will be located on
the south side of Sims Way and crosses a ravine where pedestrians must currently walk into the bike
lane.
Pending the availability of other City funds, there is the potential for additional scope to include utility
extensions within the project limits of the SR-20 Pedestrian Walkway Project.
The project consists of installation of approximately 750-feet of sidewalk, including an approximate 150-
feet span for a pedestrian walkway across a ravine; ADA crossings, utilities and stormwater
improvements.
Scope of Services
Potential consultant services for this project include:
• Evaluate options for the pedestrian crossing
• Develop sidewalk, pedestrian walkway,ADA ramp, utility, and stormwater conceptual plans;
• Geotechnical investigation;
• Permitting support;
• Prepare a preliminary design and cost estimate;
• Prepare PS&Es; and
• Engineering support services during construction.
Project Funding
The project is currently funded through a permitting and design only grant through the Peninsula
Regional Transportation Planning Organization (PRTPO) Transportation Alternative Program (TAP).
Total project (permitting and design) budget is$120,000. Having a preliminary design package will
greatly assist the City in seeking funding for the construction phase of the project.
Schedule
The project schedule is to start design in the Spring of 2016. The construction schedule will be
determined once future funding sources are secured.

Submittal
Submittal should include the following information: firm name, phone and fax numbers of firm;
contact name, phone and email address of contact; proposed project manager of the project and
any other key personnel; estimated time to complete services; a list of past project experiences
including project scopes and contact information of owners for those past projects. Per Chapter
39.80 RCW this is a Qualifications-Based Selection. Proposals should not include any references
to fees or costs.
We request that the submittal be limited to no more than 10 single-side or 5 double-side pages
for each project plus any general firm information and photographs. Please submit one (1)
original, and one (1) digital version of your proposal.
Submittalswill be evaluated and ranked based onthe following criteria:
1. Key personnel
2. Firm experience
3. Ability to meet schedule
4. Approach to project
5. Experience installation of pedestrian walkways and crossings
6. Familiarity with WSDOT/FHWAstandards
7. Past performance/references
8. DBE approach and commitment.
The criteria listed will carry equal weight during the selection process. The City develop a short list
from the submittals and may choose consultants by conducting a phone interview or in-person
interviews. Firms should be prepared to have the project manager and key personnel present their
proposal in an interview by City staff, if necessary.
The City of Port Townsend in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252,
42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of
Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted
programs of the Department of Transportation issued pursuant to such Act, hereby notifies all
bidders that it will affirmatively ensure that in any contract entered into pursuant to this
advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded
full opportunity to submit bids in response to this invitation and will not be discriminated against
on the grounds of race, color, national origin or sex in consideration for an award.
The City of Port Townsend encourages disadvantaged, minority, and women-owned firms to
respond. Federal funded project will be held to Federal EEO requirements.

2:OOpm. Responses delivered later will not be accepted.
All mailed proposals shall be placed in a sealed envelope, which is clearly marked with the project
names listed below:
