RESOLUTION NO. 08-013
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND
PROVIDING COUNCIL POLICY DIRECTION CONCERNING CAPITAL PROJECTS
AND IMPROVEMENTS
RECITALS:
A. The City of Port Townsend has been involved in planning and implementing a number of
capital projects to improve transportation, provide infrastructure for economic
development, develop tourism infrastructure, provide for waterfront partnership, and
provide for facility improvements. The projects are set forth on the attached maps, and
include tourism projects at the waterfront, wave gallery relocation, visitor plaza
conversion; downtown improvements; sidewalk improvements at San Juan and 49'\ and
other road projects.
B. Council held a workshop on April 14 to review these projects. There are 15 projects.
Three of the projects relate to the Upper Sims Way and Howard Street project. By
separate Resolution, Council directs implementation measures for the Upper Sims Way
and Howard Street project.
C. The City Manager presented a funding option that would bond for the completion of
these 12 projects (not including the Upper Sims Way and Howard Street project) in the
amount of $7.33M.
D. Council determines.
. It would be advantageous, in order to minimize disruption from construction on
traffic, to proceed with these 12 projects while ferry traffic is down or at less than full
service. Having the projects done while ferry traffic is down or at less than full
service reduces the length of economic impacts from that situation.
. Proceeding with the projects while ferry service is down or at less than full service
implements economic and transportation strategies to increase business activity and
improve transportation in the City.
E. Council determines to provide additional policy direction as set forth in this Resolution

NOW THEREFORE, the City Council of the City of Port Townsend resolves as
follows:
1. Recitals. The Council hereby adopts the above Recitals.
2. Continue Proiect Work. Staffis directed to continue with work that implements the 12
projects.
3. Funding: Councilrnatic Bond. The City Manager is directed to pursue and evaluate
options for bond financing, and to return to Council with a proposed plan for Council action.
4. Contract Authoritv. Within approved budgets, the City Manager is authorized to execute
contracts and instruments that implement this Resolution, provided: there is no authority to
execute construction contracts. Contracts and instruments that implement this Resolution
include permits and enviromnental reviews.
ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this 21 st day of April 2008.
