A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT
TOWNSEND, WASHINGTON, PROVIDING FOR PARK FEES AND PERMIT
REQUIREMENTS FOR POPE MARINE AND CHETZEMOKA PARKS
WHEREAS, the cost to operate and maintain City park facilities has increased over the
past several years, and the rates charge for use of the park and facilities at Pope Marine Park
and Chetzemoka Park has remained unchanged; and
WHEREAS, the City Council of the City of Port Townsend, on recommendation of
the City Manager and City Public Works Director, determines it appropriate to provide for
fees and other permit requirements for park use at Pope Mazine and Chetzemoka Parks as set
forth in Exhibits Al and A-2 (attached hereto and incorporated by reference).
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows:
1. Pope Marine Park. Effective February 10, 2008, the fees and permit requirements for park
use at Pope Marine are as set forth in Exhibit Ad (attached hereto and incorporated by
reference) aze hereby established.
2. Chetzemoka Park. Effective February 10, 2008, the fees and permit requirements for park use
at Chetzemoka Parks various are as set forth in Exhibit A-2 (attached hereto and incorporated by
reference) are hereby established.
ADOPTED by the City Council of the City of Port Townsend at a regulaz meeting
thereof, held this fourth day of February, 2008.

Pope Marine
Facility Rental Fee & Maintenance Deposit Schedule
User categories shall be defined for group users who wish to reserve the Pope Marine Building.
Pope Marine Building reservations are for the building only and do not include the dock. City
Dock is a public dock. There shall be no use fee for Category 1 users. Use Fees for the facility
by Categories 2 and 3 users shall be collected in advance as set forth below.
Category 1 - No Use Fee
This category includes City of Port Townsend sponsored and supported events only.
Cateaorv 2 - $20 per hour. Max $200 per dav.
This category includes non-profit organizations, community events, and general use by City of
Port Townsend residents.
Cateaorv 3 - $40 per hour. Max $ 400 per dav.
This category includes use by for profit enterprises and by those without proof of City of Pork
Townsend residence.
If you cancel a reservation 30 days or more before your event, you will receive a refund of all
fees minus a $20.00 cancellation fee.. No refund of use fees will be made for reservations
cancelled within 30 days of event.
Refundable Maintenance Deposit
Reservations require a refundable key/maintenance deposit
1- 19 people = $75
20 people or more or for any number if alcohol is served = $200
All facility users are required to clean up all debris and decorations after their event. Garbage
shall be placed in the proper receptacle and if excess trash is left, maintenance and dump fees
wiN be deducted from the maintenance deposit. The facility key shall be returned to City Hall
and in the event of key loss, all keyllock replacement fees shall be deducted from the
maintenance deposit.
Insurance
Categories 2, 3 users may be required to provide the City with evidence of liability insurance
coverage for the term of the permit, as a condition to receiving a permit. Category 1 users may
be required to provide insurance dependant on the nature of their event. The liability insurance
may be special event insurance on a homeowner's policy or other similar insurance deemed
acceptable to the City, in a form approved by the City Attorney. The applicant shall provide the
City with a certificate of insurance naming the City of Port Townsend as an additional insured.
Where alcohol will be served or consumed at the event, al{ users shall obtain the appropriate
permit from the Washington State Liquor Board and liquor liability insurance is required. Proof
of insurance is due at least 30 days prior to the scheduled use.
Hold Harmless Agreement
The permit for Categories 1, 2, and 3 shall contain a hold harmless and indemnification clause,
in a form approved by the city attorney, to be signed by the sponsor of the event.

Chetzemoka
Facilities Rental Fee & Maintenance Deposit Schedule
Kitchen Shelter & Bandstand (Gazebo)
User categories shall be defined for group users who wish to reserve the Chetzemoka
facility, defined as the indoor and outdoor kitchen shelters and bandstand. There shall
be no use fee for Category 1 users. Use Fees for the facility by Categories 2, 3 and 4
users shall be collected in advance as set forth below.
Category 1 -No Use Fee.
This category includes any non-exclusive group use of the facility, including but not
limited to community events, community concerts, functions or celebrations, use by
schools, and constitutionally protected events such as political or religious gatherings.
There shall be no use fee for group use by Category 1 users, although a key and
maintenance deposit is required and an event permit may be required. Small group
parties, picnics, etc. are allowed without reservation on a first come, first served basis in
all public areas of the park when exclusive use is not desired.
Group users under Category 1 shall contact the City Event Coordinator at City Hall and
fill out a reservation form and users must apply for a permit at least 30 days prior to the
day of the proposed event. The City will issue a reservation permit for any confirmed
reservations.
Categories 2, 3 and 4
These categories include exclusive group use of the facility for private events such as
weddings, receptions, for-profit enterprises, retirement banquets, family or class
reunions or other similar activities not open to the general public. Categories 2, 3 and 4
users must apply for and receive a permit at least 30 days prior to the day of the
proposed event.
Category 1: NO USE FEE
Category 2 Use Fee: 1-25 people -RESIDENT =$50 NON RESIDENT = $100
Category 3 Use Fee: 26-75 people -RESIDENT = $150 NON RESIDENT = $300
Category 4 Use Fee: 76-150 people -RESIDENT = $200 NON RESIDENT = $400
These use fees are for a maximum 5-hour block per day per organization.
The maximum number of any group is 150 people.

Maintenance Deposit
Reservations require a refundable maintenance deposit.
1-25 people = $50
26-75 people = $150
76-150 people = $ 300
All facility users are required to clean up all debris and decorations after their event.
Garbage shall be placed in the proper receptacle and if excess trash is left,
maintenance and dump fees will be deducted from the maintenance deposit. The
kitchen shelter key shall be returned to City Hall and in the event of key loss, all
key/lock replacement fees shall be deducted from the maintenance deposit.
Advance use fee payments for Categories 2, 3 and 4 shall be made in accordance
with the following schedule:
1. The use fee is due at the time of reservation. Reservations must be made at least
30 days in advance. The use fee securing a reservation cancelled no less than 30 days
in advance of a scheduled use shall be refunded less a
$20 administrative charge; no refund shall be made if a reservation is cancelled less
than 30 days in advance of a scheduled use.
2. A refundable key and maintenance deposit shall be paid at least 30 days before the
use of the facility. After the event, if it is determined by the parks department that no
damage has occurred, no maintenance or garbage removal is required and the key has
been returned, the full amount of the deposit shall be refunded.
Any city department official assigned to oversee or inspect the event may revoke a
permit under Categories 2, 3 and 4 if any of the group users are violating the law, the
general use regulations of PTMC Section 3.38.010, or any permit condition, and may
suspend a Category 1 group use for any violation of the law or the general use
regulations of PTMC Section 3.38.010.
